การบริหารงานด้านรักษาความสะอาดในหน้าที่ของเทศบาลนครกรุงเทพฯ

Abstract

It is the Government's firm policy to maintain public cleanliness, especially in the Bangkok Municipal Area which is Thailand's most populous area. This has resulted in a cleaner and a more beautiful Bangkok acclaimed by foreigners as one of those cities most modernized in public cleanliness. The Government's "Keep our City Clean" drive, however, meets with many increasingly urgent and complicated obstacles and troubles. Most important of these are: (1) the increase in the city's population; (2) the doubled expansion of the municipal area from 124 sq.Km. in 1965, which, as a consequence, increases the burden of the Municipality in keeping the ever-increasing number of roads and streets clean; (3) the increasing volume of garbage and refuse to be collected from springing households; (4) the unco-ordinated work to modernize the city carried on by different governmental units, such as, the laying of telephone and telegraphic lines, the electric wiring of the city, the laying of water supply pipes, and the improvement of street and household drainage system. The lack of co-ordination among these government units results in the ugly and dirty conditions of the roads and streets which are already full of pits; and (5) the people themselves. The author points out that the realization of the Government's public cleanliness policy must be done through the improvements in (1) better co-ordination among various governmental units whose work involves the use of roads and streets; (2) encouraging the people to value public cleanliness and beauty, and to co-operate more with the Municipality; (3) prior planning and study on the future expansion of the city and the increase of population, which will give the Municipality reliable facts and data to prepare for the provision of working units, personnel, budget, and equipment sufficient to cope with the rising situation and needs. This last point is the most important for the efficient execution of the Government's public cleanliness policy.

จากผลการศึกษาวิเคราะห์ปรากฏว่า การรักษาความสะอาดของเทศบาลนครกรุงเทพนับวันแต่จะเพิ่มความสำคัญขึ้นทุกขณะ และสามารถดำเนินไปอย่างมีประสิทธิภาพและบรรลุผล ในเรื่องการรักษาความสะอาดของบ้านเมืองในส่วนรวมนั้น นอกจากจะต้องมีการปรับปรุงหน่วยงาน อุปกรณ์เครื่องมือเครื่องใช้ ตลอดจนระเบียบวิธีการที่เป็นอุปสรรคต่อการดำเนินการรักษาความสะอาดแล้ว จะต้องมีการประสานงานและร่วมมือกับหน่วยงานอื่น ๆ ตลอดจนความร่วมมือจากประชาชนในท้องถิ่นอีกด้วย ผู้เขียนฝากความคิดเห็นไว้ว่า การดำเนินงานรักษาความสะอาดจะต้องจัดทำอย่างเข้มแข็งและติดต่อกัน ไม่ทำอย่างจับจด และทำให้ประชาชนทั่วไปเกิดความเคยชินในเรื่องการรักษาความสะอาด อีกทั้งผู้บริหารก็จะต้องให้ความสำคัญต่องานด้านรักษาความสะอาดเช่นกัน การให้การศึกษาในเรื่องการรักษาความสะอาดแก่เยาวชนย่อมมีส่วนเสริมสร้างให้ประชาชนมีระเบียบวินัย และรักษาความสะอาดเรียบร้อยได้เป็นอย่างดีในอนาคต.
