Abstract
งานวิจัยนี้ได้ทำการศึกษาว่าปัจจัยใดที่กำหนดอุปสงค์สินเชื่อ และประมาณการผลกระทบของกองทุนหมู่บ้านต่อสวัสดิการของครัวเรือน ในด้านรายได้ ค่าใช้จ่าย และความมั่งคั่งของครัวเรือน โดยใช้แบบจำลอง Household Fixed-effect และใช้ข้อมูล Townsend Thai dataset ตั้งแต่ปี 2541 - 2556 ใน 4 พื้นที่ ได้แก่ จังหวัดฉะเชิงเทรา ลพบุรี บุรีรัมย์ และศรีสะเกษ ผลการประมาณค่าปัจจัยที่กำหนดอุปสงค์สินเชื่อทั้งหมด พบว่า จำนวนปีการศึกษาของหัวหน้าครัวเรือน ส่งผลต่ออุปสงค์สินเชื่อทั้งหมดในเชิงบวก อายุของหัวหน้าครัวเรือนทำให้อุปสงค์สินเชื่อทั้งหมดเพิ่มขึ้นแต่เพิ่มขึ้นในอัตราที่ลดลง ในขณะที่การมีข้าราชการเพศชายในครัวเรือนส่งผลต่ออุปสงค์สินเชื่อทั้งหมดในทางลบ สำหรับปัจจัยที่ส่งผลต่ออุปสงค์สินเชื่อในระบบ มีดังนี้ อายุของหัวหน้าครัวเรือนทำให้อุปสงค์สินเชื่อในระบบเพิ่มขึ้นแต่เพิ่มขึ้นในอัตราที่ลดลง และจำนวนปีการศึกษาของหัวหน้าครัวเรือนส่งผลเชิงบวกต่ออุปสงค์สินเชื่อในระบบ อย่างไรก็ตาม งานวิจัยนี้ ไม่พบว่ามีปัจจัยใดในการศึกษานี้ที่ส่งผลต่ออุปสงค์สินเชื่อนอกระบบ
นอกจากนี้ผลการประมาณค่าผลกระทบของกองทุนหมู่บ้านต่อสวัสดิการของครัวเรือนพบว่ากองทุนหมู่บ้านส่งผลกระทบทางบวกต่อรายได้ของครัวเรือนและการบริโภคของครัวเรือนในปีเดียวกันอย่างมีนัยสำคัญทางสถิติ ในขณะเดียวกันก็ส่งผลกระทบในเชิงลบต่อความมั่งคั่ง (วัดโดยสัดส่วนทรัพย์สินต่อหนี้สิน) ของครัวเรือนในปีเดียวกัน ซึ่งอาจเป็นไปได้ว่าการกู้ยืมจากกองทุนหมู่บ้านทำให้หนี้สินของครัวเรือนในปีนั้นเพิ่มสูงขึ้น ในขณะเดียวกันก็ไม่ได้ทำให้ทรัพย์สินในปีเดียวกันนั้นเพิ่มขึ้นแต่อย่างใด จึงส่งผลให้สัดส่วนทรัพย์สินต่อหนี้สินในปีนั้น ๆ ลดลง ทั้งนี้ เมื่อพิจารณาผลของหนี้กองทุนหมู่บ้านในอดีต ผลการศึกษาพบว่า หนี้กองทุนหมู่บ้านไม่มีนัยสำคัญต่อความมั่งคั่งของครัวเรือนแต่อย่างใด จากผลการประมาณการดังกล่าวแสดงให้เห็นว่ากองทุนหมู่บ้านสามารถช่วยยกระดับความเป็นอยู่ของครัวเรือน โดยช่วยให้รายได้รวมถึงการบริโภคของครัวเรือนเพิ่มสูงขึ้น แต่ทั้งนี้มิได้ส่งผลกระทบต่อความมั่งคั่งของครัวเรือนในระยะยาว
The main objective of the present study is twofold. Firstly, it attempts to discover the determinants of demand for rural credit and secondly, to assess the impacts of village fund on rural household welfare in terms of income, consumption and asset. Based on the household Fixed-effect model and using 1998 – 2013 data from four provinces of Thailand: Chachoengsao, Lopburi, Buriram and Sisaket. Our results suggest that age and educational attainment of household head are positively associated with total credit demand but age has a diminishing return to total credit demand while male civil servant is negatively associated with total credit demand. Age and educational attainment of household head are positively associated with formal credit demand, but age has a diminishing effect on formal credit demand. In terms of informal credit demand, none of the factors in this study appears to have any impact on informal credit demand. Regarding the impacts of the village fund on household welfare, the positive short-term effects on household income and consumption have been found. However, the village fund debt has a negative effect on household wealth (measured by the ratio of total assets to total debt). This possibly resulted from the fact that the village fund debt increased household debt without expanding household asset in current year. Thus the ratio of household asset to debt fell. Considering the effect of past village fund debt, no statistically significant impact was found on household wealth. The empirical results of this study suggest that the village fund debt can improve household welfare by increasing in household consumption and income, but it does not seem to have any impact on household wealth in the long-run.
