การพัฒนาการท่องเที่ยวเชิงนิเวศของชุมชนในตำบลสิงหนาท อำเภอลาดบัวหลวง จังหวัดพระนครศรีอยุธยา

Abstract

การศึกษานี้มีวัตถุประสงค์เพื่อวิเคราะห์ศักยภาพของชุมชนและความต้องการของนักท่องเที่ยวในการพัฒนาการท่องเที่ยวเชิงนิเวศ รวมทั้งการประเมินผลตอบแทนทางสังคมจากการลงทุนจากการท่องเที่ยวเชิงนิเวศของตำบลสิงหนาท เพื่อเสนอแนวทางการพัฒนาการท่องเที่ยวเชิงนิเวศของชุมชนสิงหนาท โดยทำการสัมภาษณ์หน่วยงานที่เกี่ยวข้องและประชาชนในพื้นที่ ได้แก่ เจ้าหน้าที่ขององค์การบริหารส่วนตำบลสิงหนาท คือ นายก ปลัด และผู้อำนวยการกองสวัสดิการสังคม และประชาชนในพื้นที่ ได้แก่ ตัวแทนจากกลุ่มกิจกรรมทั้ง 5 กลุ่ม คือ กลุ่มล่องเรือ กลุ่มพิพิธภัณฑ์ กลุ่มเกษตรกรรม กลุ่มโซลาร์เซลล์ และกลุ่มปศุสัตว์ รวมทั้งสิ้น 10 คน ทำการวิเคราะห์ข้อมูลโดยการพรรณนาความและจับกลุ่มประเด็น และการสอบถามนักท่องเที่ยวชาวไทย จำนวน 100 คน ต่อความต้องการในการพัฒนาการท่องเที่ยวเชิงนิเวศ วิเคราะห์ข้อมูลโดยสถิติเชิงพรรณนา ทำการออกแบบการเชื่อมโยงกิจกรรมต่าง ๆ ภายในชุมชน แล้วนำข้อมูลที่ได้มาประเมินความเหมาะสม ความเป็นไปได้ทางด้านเศรษฐกิจ สังคม และสิ่งแวดล้อม โดยประยุกต์ใช้ในรูปแบบของการวิเคราะห์มูลค่าผลตอบแทนทางสังคมจากการลงทุน

ผลการศึกษาพบว่า ผู้บริหารได้มีแนวนโยบายในการขับเคลื่อนการท่องเที่ยวเชิงนิเวศ โดยชุมชนมีอัตลักษณ์ เช่น เกษตรปลอดภัย โครงการระบบสูบน้ำพลังงานแสงอาทิตย์หรือโซลาร์เซลล์ ซึ่งเป็นฐานการท่องเที่ยวเชิงนิเวศ ผู้นำชุมชนมีแนวคิดในการขับเคลื่อนการดำเนินงานการท่องเที่ยว โดย กลุ่มล่องเรือ มีแนวคิดที่จะนำเรือพายที่ชาวบ้านมีอยู่แล้วมาใช้ในการท่องเที่ยวและปรับพื้นที่สองฝั่งคลองให้เป็นตลาดน้ำ กลุ่มพิพิธภัณฑ์ นำเครื่องมือที่ใช้ในการทำเกษตรตั้งแต่อดีตมาจัดแสดง กลุ่มเกษตรกรรม นำผลผลิตทางการเกษตรที่มีจุดเด่นในเรื่องของผักปลอดภัยมาจัดจำหน่าย กลุ่มโซลาร์เซลล์ จะมีการแสดงนิทรรศการพลังงานทดแทน เช่น โครงการพลังงานทดแทนชุมชน โครงการระบบสูบน้ำพลังงานแสงอาทิตย์หรือโซลาร์เซลล์ และกลุ่มปศุสัตว์ มีกิจกรรมให้นักท่องเที่ยวได้ให้อาหารแพะและป้อนนมลูกแพะ เป็นต้น สำหรับการสอบถามความต้องการของนักท่องเที่ยวกลุ่มตัวอย่างมีความต้องการมากที่สุดคือ ด้านการคมนาคม รองลงมาคือ ด้านกิจกรรม ด้านสินค้าและบริการ ด้านธรรมชาติและสภาพแวดล้อม ด้านสิ่งอำนวยความสะดวก และด้านความปลอดภัย ตามลำดับ โดยกิจกรรมที่กลุ่มตัวอย่างมีความต้องการมากที่สุดคือ กิจกรรมเกษตรกรรม รองลงมาคือ กิจกรรมพิพิธภัณฑ์ กิจกรรมปศุสัตว์ กิจกรรมล่องเรือ และกิจกรรมโซลาร์เซลล์ ตามลำดับ

การศึกษานี้ได้ประยุกต์ใช้หลักอุตสาหกรรมเชิงนิเวศและชุมชนเชิงนิเวศ เพื่อนำมาประยุกต์ใช้สำหรับการจัดการสิ่งแวดล้อมในชุมชนออกแบบการเชื่อมโยงกิจกรรมต่าง ๆ ภายในชุมชน โดยกลุ่มโซลาร์เซลล์จะใช้พลังงานแสงอาทิตย์ในการสูบน้ำให้กับทั้งชุมชน กลุ่มล่องเรือจะให้กลุ่มเกษตรกรรมและกลุ่มปศุสัตว์นำสินค้ามาจำหน่ายบริเวณตลาดน้ำ กลุ่มเกษตรกรรมมีการนำเศษผักที่นอกเหนือจากการนำไปหมักเป็นปุ๋ยเพื่อใช้กันเองภายในกลุ่มส่งต่อให้กับกลุ่มปศุสัตว์เพื่อนำไปเป็นอาหารสัตว์ สำหรับกลุ่มปศุสัตว์มีการนำมูลแพะส่วนหนึ่งนอกเหนือจากส่วนที่ขายส่งต่อไปให้กับกลุ่มเกษตรกรรมเพื่อนำไปหมักเป็นปุ๋ยคอก ในส่วนของกลุ่มพิพิธภัณฑ์จะให้พื้นที่บริเวณด้านหน้าพิพิธภัณฑ์สำหรับการนำสินค้าจากกลุ่มเกษตรกรรมและปศุสัตว์มาจัดจำหน่าย และมีการนำความต้องการของนักท่องเที่ยวมาเชื่อมโยงเข้ากับกิจกรรมการท่องเที่ยวของสิงหนาท เช่น การนำผลผลิตจากกลุ่มเกษตรกรรมและกลุ่มปศุสัตว์มาใช้เป็นวัตถุดิบหลักในการทำอาหารเพื่อจัดทำเป็นร้านอาหารท้องถิ่น จากการประเมินผลตอบแทนทางสังคมจากการลงทุน กลุ่มกิจกรรมที่มีค่าผลตอบแทนทางสังคมจากการลงทุนมากที่สุด คือ กลุ่มล่องเรือ มีมูลค่าผลตอบแทนทางสังคมจากการลงทุนคือ 2.40 รองลงมาคือ กลุ่มปศุสัตว์ กลุ่มเกษตรกรรม กลุ่มพิพิธภัณฑ์ และกลุ่มโซลาร์เซลล์ โดยมีมูลค่าผลตอบแทนทางสังคมจากการลงทุนคือ 2.19, 1.66, 1.60 และ 1.25 ตามลำดับ

This study is aimed at investigating the potential of community and tourist demand for developing eco-tourism in Singhanat subdistrict, calculating Social Return on Investment (SROI) for the eco-tourism and then suggesting guideline for developing the eco-tourism. Interviews to related units, community leaders and villagers were carried out. Key informants include Chief Executive of the Subdistrict Administrative Organization (SAO), Chief Administrator of the SAO, Director of Division of Social Welfare in Singhanat. and villagers including Sail group, Museum group, Agriculture group, Solar cell group and Livestock group. Data and information were analyzed by describing, issue grouping. and evaluating the social returns on investment. Questionnaires to 100 samples of Thai tourists towards need for eco-tourism development were collected and analyzed by using descriptive statistics. Designing corporations for the five selected activities within the community. was conducted and the their SROI, were calculated so as to refer to benefits to economic social and environmental aspects.

The results showed that managerial level has policy for driving eco-tourism as the community has its resources, for instance safe, agricultural and water pumping by solar energy which are appropriate activities for developing eco- tourism. In addition, villagers have ambitious to drive eco-tourism. The Sail group has an idea to bring a rowboat that the villagers have already used to travel and develop the area on both sides of the canal to be a floating market. Museum group brings antique tools used in farming in the past for exhibition and being study center. Agriculture group exports agricultural products e.g. safe vegetable to outside. Solar cell group will have an exhibition of alternative energy such as community renewable energy projects e.g. Solar water pumping. Moreover livestock group has activities for tourists to feed goats and feed milk of goats.

The needs of the sample group of tourists about ecotourism are at the highest level. in which the sample group needs the most is transportation, followed by goods and service, nature and environment, facilities and safety, respectively. The activities that the sample group needs the most is agricultural activity, followed by museum, livestock, sail and solar cell activities, respectively.

Ecological industry principle and eco communities were applied for designing links to the five selected activities within the community. Solar cell group uses solar energy to pump water to the entire community. Sail group will let agricultural and livestock group sell their products around the floating market. Agricultural group uses vegetables scraps, in addition to fermenting them as fertilizer for their own use, livestock group for animal feed. Livestock group brings some goat dung other than for sale forward to agricultural group for fermenting into manure. Museum group will provide space in front of the museum for distributing products from agricultural and livestock groups. The needs of tourists are connected to the tourism activities of the Singhanat, such as using products from agriculture and livestock groups as main ingredients in cooking to create a local restaurant.

From assessing social return on investment of each activities, The highest social return on investment is sail group is 2.40, followed by the livestock group, agricultural group, museum group and solar cells group, the social return on investment is 2.19, 1.66, 1.60 and 1.25, respectively.
