การเลือกและความพึงพอใจที่มีต่อการปฏิบัติหน้าที่ของผู้ใหญ่บ้านในจังหวัดชัยนาท

Abstract

การวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจ (Survey research) มีวัตถุประสงค์ดังนี้ 1) เพื่อศึกษาปัจจัยที่มีอิทธิพลต่อความเหมาะสมของผู้ที่ได้รับเลือกเป็นผู้ใหญ่บ้านในจังหวัดชัยนาท 2) เพื่อศึกษาความพึงพอใจของประชาชนในจังหวัดชัยนาทที่มีต่อการปฏิบัติหน้าที่ของผู้ใหญ่บ้านในด้านต่าง ๆ ประชากรที่ใช้ในการศึกษาได้แก่ ประชาชนผู้มีสิทธิเลือกตั้งผู้ใหญ่บ้านในจังหวัดชัยนาท ในปี พ.ศ. 2559 และปี พ.ศ. 2560 จาก 8 อำเภอ ได้แก่ อำเภอเมืองชัยนาท อำเภอมโนรมย์ อำเภอวัดสิงห์ อำเภอสรรพยา อำเภอหันคา อำเภอสรรคบุรี อำเภอหนองมะโมงและอำเภอเนินขาม จำนวน 27,593 คน ตัวอย่างที่ใช้ในการศึกษาครั้งนี้ จำนวน 394 คน วิธีการเลือกกลุ่มตัวอย่างเป็นแบบ 2 ขั้นตอน (Two stage stratified Random Sampling) ใช้แบบสอบถามในการเก็บข้อมูล สถิติที่ใช้ในการวิจัยได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยเชิงเส้นแบบพหุ

ผลการวิจัยพบว่า

1. ปัจจัยที่มีอิทธิพลต่อความเหมาะสมของผู้ที่ได้รับเลือกเป็นผู้ใหญ่บ้านในจังหวัดชัยนาท ได้แก่ อายุระหว่าง 30-39 ปี การศึกษาระดับอนุปริญญาหรือ ปวส. ไปจนถึงระดับปริญญาตรี ประกอบอาชีพธุรกิจส่วนตัวหรือค้าขาย และคุณลักษณะของผู้สมัครที่ได้รับเลือกตั้งเป็นผู้ใหญ่บ้านมี 4 ด้าน ได้แก่ ด้านคุณสมบัติส่วนตัวของผู้สมัคร ด้านผลงานที่ผ่านมาของผู้สมัคร ด้านครอบครัวของผู้สมัคร และด้านนโยบายในการหาเสียงของผู้สมัคร อย่างมีนัยสำคัญทางสถิติที่ระดับ .02

2. ความพึงพอใจของประชาชนในจังหวัดชัยนาทที่มีต่อการปฏิบัติหน้าที่ของผู้ใหญ่บ้านในภาพรวม อยู่ในระดับปานกลาง มีคะแนนเฉลี่ยเท่ากับ 3.08 เมื่อพิจารณาความพึงพอใจของประชาชนในจังหวัดชัยนาทที่มีต่อการปฏิบัติหน้าที่ของผู้ใหญ่บ้านเป็นรายด้าน พบว่า ประชาชนพึงพอใจการปฏิบัติหน้าที่ของผู้ใหญ่บ้านด้านความพึงพอใจมากที่สุด มีค่าเฉลี่ยเท่ากับ 3.19

This research is a survey research. The objectives of the study were 1) to study factors affecting the appropriateness of those selected to be the village headman of Chainat Province 2) to study the satisfaction of the people in chainat Province to the performance of the headman's duties in various aspects. The population used in the study was the people who had the right to vote for the village headman in Chainat Province in 2016 and 2017 from 8 districts namely Mueang Chainat, Manorom District, Watsing District, Sapphaya District, Sankhaburi District, Nongmamong District and Noenkham District. The sample consisted of 394 people. The samples used in this research were two stage stratified random sampling. This research used a questionnaire to collect data. The statistics used in the research were percentage, mean, standard deviation and multiple linear regression analysis.

The research revealed that:

1. Factors that influence the suitability of those who are selected to be the village headman in Chainat Province are aged between 30-39 years, diploma or high vocational to bachelor degree level. Most of them are self-employed or a trader. And the characteristics of the candidate who is elected as the village headman, there are 4 aspects, which are the personal qualifications of the applicant of the applicant. The applicant's past work family of the applicant. And the policy of campaigning for candidates with statistical significance at the level of .05

2. The satisfaction of the people in Chainat Province towards the performance of the village headman in general. At a medium level having an average score of 3.08 when considering the satisfaction of the people in Chainat province towards the performance of the headman in each aspect, it was found that the people were satisfied with the performance of the headman in the highest level of satisfaction.
