Abstract
การศึกษาครั้งนี้ มีวัตถุประสงค์เพื่อการวิเคราะห์กำหนดเขตเศรษฐกิจไม้สักในประเทศไทย และแนวทางในการเลือกรูปแบบปลูกสัก โดยการศึกษาความคุ้มค่าทางการเงินและทางเศรษฐศาสตร์ของการปลูกสักรายจังหวัด แต่ละรูปแบบในประเทศไทย ด้วยวิธีการวิเคราะห์ต้นทุนและผลตอบแทน (Cost-Benefit Analysis) กำหนดระยะเวลาของการวิเคราะห์เท่ากับ 20 ปี (ปีฐาน 2562) และอัตราคิดลดเท่ากับร้อยละ 3 และตัวชี้วัด คือ มูลค่าปัจจุบันสุทธิ (NPV) อัตราส่วนผลประโยชน์ต่อต้นทุน (BCR) และอัตราผลตอบแทนภายใน (IRR) และวิเคราะห์ความอ่อนไหวของโครงการ ซึ่งสามารถแบ่งรูปแบบการปลูกสักเป็น 3 รูปแบบ ได้แก่ 1)การปลูกสักเชิงเดี่ยว 2)การปลูกสักร่วมกับกระถินณรงค์ในลักษณะไม้ 2 ชั้น และ 3)การปลูกสักในลักษณะบ้านสวน การแบ่งแยกรูปแบบของการปลูกสักเพื่อแสดงให้เห็น การสร้างความมั่นคงทางด้านรายได้ และสิ่งแวดล้อม นอกจากนี้เพื่อเป็นการตอบปัญหาว่า เกษตรกรจังหวัดใดบ้างสามารถปลูกสักแล้วได้รับผลตอบแทนที่คุ้มค่าทางการเงินและทางเศรษฐศาสตร์ รัฐควรพิจารณาส่งเสริมการปลูกสักในพื้นที่ใดบ้าง
การศึกษาความคุ้มค่าทางการเงินและทางเศรษฐศาสตร์ในการปลูกสัก เพื่อนำไปสู่การกำหนดเขตเศรษฐกิจไม้สักให้ความสำคัญด้านความแตกต่างของแต่ละจังหวัดในด้าน ศักยภาพของพื้นที่ มูลค่าที่ดิน และระยะทางขนส่ง ผลการศึกษาพบว่า กลุ่มจังหวัดในเขตเศรษฐกิจไม้สักเหมาะสมมาก ได้แก่ กาญจนบุรี อุทัยธานี พิจิตร กำแพงเพชร เพชรบูรณ์ พิษณุโลก สุโขทัย ตาก อุตรดิตถ์ แพร่ ลำปาง ลำพูน น่าน และพะเยา กลุ่มจังหวัดในเขตเศรษฐกิจไม้สักเหมาะสมปานกลาง ได้แก่ เชียงราย แม่ฮ่องสอน เชียงใหม่ สุพรรณบุรี สิงห์บุรี ราชบุรี อ่างทอง ชัยนาท สระเเก้ว ปราจีนบุรี ลพบุรี สระบุรี นครสวรรค์ จันทบุรี นครนายก พระนครศรีอยุธยา ระยอง เพชรบุรี ฉะเชิงเทรา ประจวบคีรีขันธ์ ร้อยเอ็ด สุราษฎร์ธานี บุรีรัมย์ และชัยภูมิ กลุ่มจังหวัดในเขตเศรษฐกิจไม้สักเหมาะสมน้อย ได้แก่ นครปฐม สุรินทร์ ขอนแก่น ยโสธร กาฬสินธุ์ ศรีสะเกษ ชุมพร เลย มหาสารคาม หนองบัวลำภู นครราชสีมา ตราด มุกดาหาร อุบลราชธานี อุดรธานี สมุทรสงคราม สกลนคร ระนอง หนองคาย สมุทรสาคร นครพนม สงขลา ตรัง นครศรีธรรมราช พังงา บึงกาฬ พัทลุง ปทุมธานี ยะลา ปัตตานี กระบี่ นราธิวาส สตูล และชลบุรี
นักลงทุนและเกษตรกรที่อยู่ในเขตจังหวัดกลุ่มเขตเศรษฐกิจเหมาะสมมาก สามารถพิจารณาลงทุนปลูกสักตามรูปแบบที่เหมาะสมกับลักษณะของตนเอง การเลือกรูปแบบการปลูกสักขึ้นอยู่กับสภาพคล่องทางการเงินเป็นหลัก หากผู้ลงทุนปลูกสักมีความต้องการใช้เงินจากพื้นที่ปลูกสักเป็นแหล่งรายได้หลักก็จำเป็นต้องเลือกปลูกสักในลักษณะบ้านสวนเพื่อเป็นแหล่งอาหารและมีรายรับตลอดปี แต่หากผู้ลงทุนปลูกสักมีงานประจำและไม่เร่งร้อนที่จะใช้เงิน อาจพิจารณาถึงระยะเวลาและคนดูแลในการดูแลและจัดการ ซึ่งหากมีการสำรวจความต้องการไม้ระยะสั้นในพื้นที่และมีแหล่งรับซื้อไม้ระยะสั้นและพืชสมุนไพรชนิดอื่นๆ ผู้ลงทุนปลูกสักอาจใช้การปลูกแบบผสมผสานลักษณะบ้านสวน เพื่อให้ได้ผลตอบแทนที่มากขึ้น แต่หากไม่มีแหล่งรับซื้อไม้ระยะสั้นหรือพืชสมุนไพรอาจพิจารณาเป็นการปลูกสักเชิงเดี่ยว ซึ่งการปลูกสักแบบผสมผสานลักษณะไม้ 2 ชั้นกับการปลูกสักเชิงเดียวให้ผลการศึกษาที่ใกล้เคียงกันขึ้นอยู่กับศักยภาพของพื้นที่ในการปลูกสัก การทราบถึงกลุ่มจังหวัดที่มีความเหมาะสมมากในการปลูกสักจะเป็นประโยชน์ต่อนักลงทุนและที่สำคัญคือทำให้รัฐบาลกำหนดเขตเศรษฐกิจไม้สักได้ ซึ่งจะนำมาสู่การให้การสนับสนุนในรูปแบบต่างๆ เช่น โครงข่ายการตลาด ระบบรับรองแหล่งที่มาของไม้สัก การบริการขนส่ง และความสะดวกด้านกฎหมาย เป็นต้น
This study aims to establish an economic zoning of teak plantation in Thailand. Information on the suitable economic zoning of teak is useful for the promotion of commercial teak plantation in Thailand. This result of this study also provides useful recommendations on various types of teak plantation options to the potential teak investors. The teak plantation options available to the teak investors are 1) monoculture teak plantation, 2) mixed teak and Acacia auriculiformis Cunn plantation and 3) integrated teak plantation. The study adopts the financial and economic cost benefit analysis (CBA) as a tool to establish the economic zoning of teak with a 20-year period of analysis (base year 2019), 3 percent real discount rate and the cost and benefit streams are valued at constant price. Three factors that differentiate the suitability of teak plantation among the provinces in Thailand are 1) land suitability, 2) land value and 3) transportation cost. The results of the cost benefit analysis show that from 74 provinces in Thailand, 72 provinces are financially and economically viable for commercial teak plantation. The areas that have high levels of economic returns to teak plantation are provinces in the lower northern part of Thailand, they are, Kanchanaburi, Uthai Thani, Phichit, Kamphaeng Phet, Petchabun, Phitsanulok, Sukhothai, Tak, Uttaradit, Phrae, Lampang, Lamphun, Nan and Phayao. These provinces are suitable to be declared the economic zone of teak plantation in Thailand. The government may consider establishing the economic zone of teak plantation and deploy appropriate supporting measures, such as, marketing network, teak certification, transportation or legal facilities. Areas with moderate levels economic returns to teak plantation are Chiang Rai, Mae Hong Son, Chiang Mai, Suphanburi, Singburi, Ratchaburi, Ang Thong, Chai Nat, Sa Kaeo, Prachinburi, Lop Buri, Saraburi, Nakhon Sawan, Chanthaburi, Nakhon Nayok, Phra Nakhon Si Ayutthaya, Rayong, Phetchaburi, Chachoengsao, Prachuap Khiri Khan, Roi Et, Surat Thani, Buri Ram and Chaiyaphum. Areas with lower levels of economic returns to teak plantation are Nakhon Pathom, Surin, Khon Kaen, Yasothon, Kalasin, Sisaket, Chumphon, Loei, Maha Sarakham, Nong Bua Lamphu, Nakhon Ratchasima, Trat, Mukdahan, Ubon Ratchathani, Udon Thani, Samut Songkhram, Sakon Nakhon, Ranong, Nong Khai, Samut Sakhon, Nakhon Phanom, Songkhla, Trang, Nakhon Si Thammarat, Phang Nga, Bueng Kan, Phatthalung, Pathum Thani, Yala, Pattani, Krabi, Narathiwat, Satun and Chonburi. On teak plantation options, the study recommends investors to adopt the integrated teak plantation if they need cash flow income. For investors who already have regular jobs they may consider either mixed teak and Acacia auriculiformis Cunn plantation or monoculture teak plantation. The mixed teak and Acacia auriculiformis Cunn plantation are suitable if the investors are willing to invest effort on their farm and if there are markets for by-products. For the investors with time constraint, monoculture teak plantation is more suitable.
