Abstract: |
The purposes of this study were 1) to investigate the community solid waste and hazardous waste management and the management performance, and 2) to analyze factors affecting the success of community waste management in Ban Dong Sub-District Administrative Organization, Ubolratana District, Khonkaen Province. This study was a qualitative research. Data were collected from related documents, interviews with key informants, namely the Mayor, Deputy Mayor, Permanent Secretary, Deputy Permanent Secretary of Ban Dong Sub-District Administrative Organization, general operator assistant to sanitation officer, community leaders and people in the area, as well as observing waste management operations and area conditions. The data were then analyzed based on the concept of the Balanced Scorecard. Factors affecting the success of solid waste and hazardous waste management were analyzed using SWOT Analysis. Solid waste and hazardous waste management strategies were analyzed as a guideline for local administrative organizations using TOWS Matrix technique.
The findings indicated that the effectiveness dimension of Ban Dong Sub-District Administrative Organization has been characterized by consistently developed plans/projects related to solid waste and hazardous waste management, achieving the success to meet the set objectives of plans/projects. For the management dimension, a clear assignment of agencies and responsible persons for waste management was established; implementing solid waste and hazardous waste management plans/projects could reduce the burden of solid waste disposal costs; while budget resource allocation was insufficient. For stakeholder dimension, local people have participated in waste management projects from projects/activities, to evaluation of the projects; most people were satisfied with the projects/activities on solid waste and hazardous waste management of the Sub-District Administrative Organization. For learning and development dimension, personnel development was conducted through field study in areas with successful waste management. Key factors affecting the success included the organization's leaders and personnel with their awareness of waste problems and knowledge and understanding of waste management and could convey knowledge to the public; continuous public relations about projects/activities, cooperation from community leaders and local people; and knowledge and budget support from external agencies. The problems and obstacles were insufficient number of personnel at the operation level and insufficient budget.
The proposed solid waste and hazardous waste management strategies for local administrative organizations include accelerate the disposal of accumulated solid waste within the area, urgent preparation of work plans/projects to educate and create an understanding of waste management at source to the public, including the unregistered population living in the area, build understanding about not to dump waste along the roads with people in neighboring sub-districts, and give an opportunity to local recycling business to bid for recycled waste from the recycling waste bank. |
