A Study of Roles of Civil Society, Private Sector and Public Sectors for Organic Agricultural Policy Implementation: A Case Study of Organic Rice in Lower Northeastern Region is aimed at 1) studying the development of organic rice cultivation promotion and the roles of civil society and the private and public sectors in implementing organic rice cultivation promotional policies in Lower Northeastern provinces; 2) studying the models for implementing policies to promote organic rice cultivation in three provinces; and 3) studying the successes, problems and obstacles in the implementation of organic rice cultivation promotional policies. The study involved qualitative research based on interviews with people from civil society and the private and public sectors related to organic rice, observation and information from relevant documents as the major tools for data collection.
The findings indicate that development of organic rice in the Lower Northeastern provinces was divided into four phases, namely, Phase 1: organic rice and agriculture by the civil society and private sectors (1985-2002); Phase 2: organic rice growth through the provincial policies of some governors, e.g. Surin and Yasothon Provinces; Phase 3: formulation of the first to the second national organic agricultural development strategies (2008-2016); and Phase 4: after the announcement of the second national organic agricultural development strategy (2017-present). As for the roles of civil society and the private and public sectors, it is evident that civil society and the private sector play a great role in promoting completely organic rice, especially during the period in which the Thai public sector still supported agriculture using chemicals, although the public sector switched to the promotion of organic agriculture later on. However, civil society and the private sector still have more expertise than the public sector in using their experience in marketing to lead production. However, the implementation of policy by the three provinces has faced problems and obstacles, such as access to sources of funding, marketing channels, complete knowledge of organic agriculture, shortages of workforce, issues caused by policies and operations of the public sector, as well as collaboration between NGOs and the public sector. Concerning the adoption of organic rice promotional policies, the comparisons of network characteristics presented by Provan & Kenis (2018) and Gromley & Balla (2013) revealed that the structures of policy implementation in Surin, Yasothon and Ubon Ratchathani Provinces are of semi-high density, semi-participant-governed and low centrality, respectively. The findings also indicate that the continuity of provincial organic rice promotion, provincial policy implementation structure, marketing strength and the ability of farmers all affect the sustainability of organic rice cultivation and the expansion of organic rice cultivation area. |
