Abstract: |
The research aimed to study the situations, problems, and obstacles of the administration for environmental fund industrial limestone mining project and recommend appropriate administration model for environmental fund industrial limestone mining project. The methodology consisted of literature review on the guideline of the use of funds and regulations, compilation of environmental funds for mining projects, collection of the structure of administration of mining funds totaled 41 funds already established, and participation in meetings to observe and interview 25 members of Public Affairs Committee responsible for fund administration. At the same time, the area was selected at Na Phra Lan Subdistrict, Chaloem Phra Kiat District, Saraburi Province with operating mines and 19 funds. The study conducted interviews with 14 community leaders and addressed questions to 375 sample for the first time using the Systematic Random Sampling in August 2019, and addressed questions to 626 sample for the second time in August 2020, in total questions addressed 2 times to 1,001 sample. The information initially collected was used to interpret the conceptual framework in conjunction with the consideration of the guideline of fund administration of Department of Primary Industries and Mines enforced in 2 Notifications namely Notification of Department of Primary Industries and Mines on the Guideline of Health Surveillance Fund Administration for Mining Projects dated September 30, 2016 and Notification of Department of Primary Industries and Mines on the Guideline of Community Development Fund Administration Around Mining Areas dated September 30, 2016.
The questions on the fund administration model were addressed to 18 experts using the Delphi method to provide the opportunity for the experts to express their opinions in 4 Rounds to ensure appropriate model. The administration model for environmental fund industrial limestone mining project used the SWOT analysis and applied the principles of Balanced Scorecard. The foundation of the analysis was the financial perspective from the establishment of mining funds, and the apex or goal was customer’s perspective which was people’s satisfaction to use the fund for development of community and surveillance or promotion of health. The current structure of Public Affairs Committee was composed of representatives from agencies at provincial, district, and local levels.The study findings revealed that the appropriate structure should focus on community representatives and local agencies. The in-depth interviews were conducted with 2 agencies at the provincial level namely Saraburi Provincial Industry Office and Provincial Office for Natural Resources and Environment Saraburi, 3 agencies at the district level namely Chaloem Phra Kiat District Public Health Office, Chaloem Phra Kiat District Agricultural Extension Office, and Chaloem Phra Kiat District Community Development Office. Arrangement was made for a focus group and a call on the Director-General, Department of Primary Industries and Mines, who agreed with the study findings that modification must be made for the guideline of administration for environmental fund industrial limestone mining project. In this connection, Department of Primary Industries and Mines, Regional Office of Primary Industries and Mines, and Provincial Industry Office would participate in the support of efficient, transparent, and fair administration through promoting measures with adherence to environmental good governance. |
