Abstract:

The Management and Governance of Thai Social Security Office (SSO) are the focus of the following three issues to be researched by mixed methodology: 1) he Social Security Fund is an effective fund; 2) The Social Security administered based on Good Governance principles; and 3) Individuals with different personal variables have different opinions on the management and governance Social Security Office. The research will mainly apply to the benefits of insured workers as defined in Article 33 of the Social Security Act, although conclusions will awn where relevant to people covered under other sections of the Using Data Environment Analysis (DEA), it was found that the Security Fund (SSF) is effective when compared with 24 other organizations attributes. Good Governance was assessed in terms of the F administration concepts and good governance principles indicated in the NPM Table Scope of Administration of Prof. Thotsaphon Sirisamphan. The DEA result along with a comprehensive document review showed that the SSF is administered based on good governance principles in the areas of efficiency, value for money, responsiveness, decentralization, rule of law, fairness, and impartiality. It was not possible to reach conclusions in relation to the principles of accountability, effectiveness, participation and transparency due to the fact that detailed information on the SSO's operating budget and the SSF's investments and decision-making processes are not publically available. Opinions on the management and governance of the SSO were collected by survey. Differences were analyzed using the Kruskal-wall is One-Way Analysis of Variance By Rank Test. These clearly found that individuals with different personal variables have different opinions on the management and governance of the SSO. The opinions, although generally positive, indicate concerns in some of areas which are highlighted in the research. This research is important in assessing the extent to which the Thai social welfare framework meets international standards in terms of accountability, transparency, fairness, participation and efficiency, and in so doing achieves the social welfare objective of creating social stability leading to better personal and community well-being. The results will be communicated to the SSO, along with suggestions for action and further research to improve the management and delivery of social security benefits in Thailand.
