Abstract
งานวิจัยนี้นำเสนอตัวแบบทางคณิตศาสตร์ สำหรับเป็นแนวทางในการเลือกช่องทางในการขนส่งน้ำมันไปยังสถานีน้ำมันในพื้นที่ภาคเหนือ 5 สถานี โดยมีวัตถุประสงค์เพื่อลดต้นทุนการขนส่งที่ประกอบด้วย ค่าขนส่ง ก๊าซคาร์บอนไดออกไซด์ (ในรูปของ Carbon tax) และเวลา (ในรูปของ Value of Time) ให้น้อยที่สุด แต่ยังคงต้องตอบสนองต่อความต้องการที่เพียงพอในแต่ละสถานี ในงานวิจัยนี้เลือกช่องทางการขนส่ง 2 ช่องทางคือ ทางรถบรรทุก และทางรถไฟ และยังคงมีปัจจัยเพิ่มเติมจากช่องทางการขนส่งดังกล่าวมากมาย เช่น ชนิดของพาหนะ ความเร็วในการขับขี่ ฯลฯ แต่ในบทความนี้จะพิจารณา 2 ปัจจัยหลักคือ น้ำหนักที่ใช้ในการบรรทุก และระยะทางที่ขนส่ง โดยการนำมาประยุกต์ใช้กับตัวแบบโปรแกรมการเฟ้นสุ่มเชิงเส้นแบบสองชั้น (Two-Stage Stochastic Linear Program) โดยแบ่งข้อมูลปริมาณความต้องการในอดีตเป็นสองส่วน ส่วนแรกนำไปหาปริมาณแคร่ที่ต้องเช่าต่อปี และส่วนที่สองนำไปจัดสรรการขนส่งรวมถึงการทดสอบนโยบายใหม่ ผลจากตัวแบบพบว่านโยบายใหม่ทำให้มีต้นทุนรวมลดได้ถึง 15.43% จากนโยบายเดิมซึ่งมีต้นทุนรวมอยู่ที่ 244,559,446 บาท คงเหลือต้นทุนรวมเป็น 206,814,906 บาท
This thesis presents mathematical model for determining how to transport gasoline to five stations in the northern region of Thailand. The objective of this model is to minimize the total costs which consist of shipping costs, carbon tax and value of time. In addition, it also needs to satisfy demand of each station. We consider two modes of transportation, namely rail and road, and include in the model, several factors such as weight of oil and distance for transportation. The two-stage stochastic linear program is applied to determine the suitable transportation form with the right quantity of oil each day. The historical data were divided into two parts. The first was used to simulation diesel demand for determining of the appropriate bogie rentals. In second stage was used to solve transportation problems. The results showed that the new model reduced total cost up to 15.43% from 244,559,446 baht to 206,814,906 baht.
