Abstract
การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่ส่งผลต่อการกลับไปมีงานทำของคนไร้บ้านหน้าใหม่ รวมถึงศึกษา วิเคราะห์ และนำเสนอแนวทางการพัฒนาทักษะและจัดหางานให้คนไร้บ้านหน้าใหม่ในกรุงเทพมหานคร โดยเริ่มจากการศึกษาและวิเคราะห์ข้อมูลเชิงเอกสารเพื่อออกแบบแบบสัมภาษณ์กึ่งโครงสร้าง และดำเนินการสัมภาษณ์เชิงลึกกับกลุ่มตัวอย่างทั้ง 4 กลุ่มที่คัดเลือกมาแบบเจาะจง ได้แก่ ตัวแทนจากอดีตคนไร้บ้านหน้าใหม่ ตัวแทนจากองค์กรภาครัฐ ตัวแทนจากองค์กรเอกชนที่ไม่แสวงหาผลกำไร และตัวแทนจากสถาบันการศึกษาหรือนักวิชาการ รวมทั้งสิ้น 17 คน จากนั้นจึงนำข้อมูลที่ได้มาถอดเทปคำต่อคำเพื่อวิเคราะห์แบบเนื้อหาสาระสำคัญ คัดเลือกข้อความหรือประโยคสำคัญมาสังเคราะห์เป็นแก่นสาระของเรื่องด้วยการวิเคราะห์แบบอุปนัย แล้วจึงนับความถี่เพื่อหาร้อยละประกอบการสรุปผลการวิจัยเชิงพรรณนา
จากผลการวิจัยสามารถสรุปได้ว่า ปัจจัยภายในที่ส่งผลต่อการกลับไปมีงานทำของคนไร้บ้านหน้าใหม่ คือ ปัจจัยด้านครอบครัว ความพร้อมทางร่างกายและจิตใจ ทัศนคติ และอายุ ในขณะที่ปัจจัยภายนอกคือปัจจัยด้านทัศนคติของคนรอบข้างหรือคนในสังคม ทุนหรือทำเลในการประกอบอาชีพ และการสนับสนุนจากหน่วยงานที่เกี่ยวข้อง ส่วนแนวทางการพัฒนาทักษะให้คนไร้บ้านแบ่งเป็น 2 ส่วน ได้แก่ ทักษะทางสังคม เช่น การออมเงิน การวางแผนการใช้ชีวิต การอาศัยหรือทำงานร่วมกับผู้อื่น ซึ่งสามารถพัฒนาได้จากการอยู่อาศัยร่วมกับคนในที่พักหรือชุมชน ถัดมาคือทักษะที่ใช้ในการทำงาน พบว่าควรใช้วิธีการพัฒนาไปพร้อมกับการทำงานและควรเป็นการฝึกฝนในงานที่ทำแล้วได้ค่าตอบแทนทันที เพื่อนำไปต่อยอดการทำงานในวันต่อไป โดยส่วนใหญ่แล้วงานที่คนไร้บ้านหน้าใหม่ทำได้เลยหรือมีทักษะเดิมอยู่แล้ว ได้แก่ งานประกอบอาหาร งานค้าขาย งานทำความสะอาด งานรักษาความปลอดภัย และงานด้านการเกษตร อย่างไรก็ดี ในช่วงแรกของการทำงานอาจจัดหาพี่เลี้ยงเพื่อให้คำปรึกษา ควบคุมคุณภาพงาน และแก้ปัญหาไปพร้อมกับคนไร้บ้าน
สำหรับข้อเสนอแนะแนวทางการพัฒนาทักษะและจัดหางานให้คนไร้บ้านหน้าใหม่ในกรุงเทพมหานคร หน่วยงานที่เกี่ยวข้องควรให้ความสำคัญตั้งแต่กระบวนการลงพื้นที่สำรวจและสอบถามความต้องการคนไร้บ้าน โดยเฉพาะกลุ่มคนไร้บ้านหน้าใหม่ที่ใช้ชีวิตในที่สาธารณะไม่เกิน 1 ปี ซึ่งสามารถฟื้นฟูได้ง่ายกว่ากลุ่มอื่น ก่อนนำไปสู่การจัดหาที่อยู่อาศัยชั่วคราว การพัฒนาทักษะ การจัดหางาน และการติดตามสถานะหลังการทำงาน ทั้งนี้ แนวทางดังกล่าวจำเป็นต้องได้รับการสนับสนุนจากภาครัฐทั้งในแง่ของนโยบาย ทรัพยากร งบประมาณ การจัดหาที่พักราคาถูกหรือการนำอาคารทิ้งร้างมาใช้เป็นที่พักชั่วคราว รวมถึงการสร้างทัศนคติอันดีในประเด็นคนไร้บ้านเพื่อให้คนในสังคมเปิดโอกาสและยอมรับกลุ่มคนดังกล่าวมากขึ้น ประกอบกับการสนับสนุนจากภาคเอกชน ธุรกิจเพื่อสังคม และองค์กรไม่แสวงผลกำไร ซึ่งอาจปรากฏในรูปแบบของการสนับสนุนด้านงาน ที่พัก อาหาร และทุนในการประกอบอาชีพ เพื่อสนับสนุนกลุ่มคนไร้บ้านให้สามารถกลับไปมีงานทำและกลับสู่สังคมได้อย่างยั่งยืน
The study “Developing Employment Program for New Homeless in Bangkok” aims to study, analyze and propose guidelines for skill development and employment program for new homeless in Bangkok and to study factors affecting new homeless to get back to work. The research methodology is in qualitative approach involving designing a semi-structured interview from document research, conducting in-depth interviews with 4 groups of key informants chosen by purposive sampling; representatives from post-homeless, public sector, non-governmental organizations and educational institution, totaling 17 people. After interviewing, the data was transcribed, analyzed and synthesized into potential themes with content and thematic analysis approach. The results were as follow: the internal factors affecting new homeless to get back to work involve with family support, physical and mental readiness, attitude and age. While external factors involve with public attitudes toward the homeless and work-related support such as financial and non-financial support. For skill development, the skill set for homeless can be divided into 2 categories; life skills such as money management and interpersonal communication and work-based skills such as culinary, cleaning, farming and merchandising. Moreover, the finding shows that the most effective training methods for homeless are on-the-job training and mentoring. From the study, the recommendations for developing employment program for new homeless in Bangkok, residing in public space not exceeding 1 year, are holistically focusing on surveying on new homeless needs, providing shelter or temporary housing, training, job searching and job retention. Nevertheless, this recommended program requires critical need for government supports both in terms of policies, resources, budgets, housing subsidies and promoting positive perception on homeless in society. Together with social enterprise and NGOs supports, employment program is more effective to get homeless back to work and sustainably exit homelessness.
