| dc.description.abstract | การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่มีผลต่อความสำเร็จของการสร้างการยอมรับของประชาชนต่อการดำเนินโครงการโรงกำจัดขยะผลิตไฟฟ้าเพื่อสิ่งแวดล้อม หนองแขม กรุงเทพมหานคร และเพื่อเสนอแนะแนวทางการสร้างการยอมรับของประชาชนในการดำเนินการโครงการกำจัดขยะเพื่อผลิตพลังงาน โดยใช้ CIPP-I model ในการประเมินผลความสำเร็จ และใช้ SWOT Analysis ค้นหาปัจจัยภายในและภายนอกที่มีผลต่อการยอมรับของประชาชนต่อโครงการ การวิจัยดำเนินการโดยเก็บรวบรวมข้อมูลจากเอกสารที่เกี่ยวข้องจากแหล่งต่าง ๆ และการสัมภาษณ์จากผู้มีส่วนได้ส่วนเสีย ได้แก่ ผู้บริหารและเจ้าหน้าที่ของกรุงเทพมหานคร ผู้แทนบริษัท ซีแอนด์จี เอ็นไวรอนเมนทอล โปรเท็คชั่น (ประเทศไทย) จำกัด ผู้นำชุมชน และประชาชนในพื้นที่รัศมี 3 กิโลเมตรโดยรอบโรงงาน ผลการศึกษาพบว่า ประชาชนโดยรอบพื้นที่ให้การยอมรับต่อโครงการโรงกำจัดขยะผลิตไฟฟ้าเพื่อสิ่งแวดล้อมฯ จากปัจจัยสำคัญ ประกอบด้วย 1) ผู้บริหารมีนโยบายและแผน กฎหมายที่เอื้อต่อการกำจัดขยะเป็นพลังงาน 2) ความพร้อมของภาคเอกชนต่อการกำจัดขยะเป็นพลังงาน 3) ความเชื่อมั่นของประชาชนต่อกรุงเทพมหานคร 4) เทคโนโลยีการกำจัดขยะปลอดภัยและเป็นมิตรต่อสิ่งแวดล้อม 5) การเผยแพร่ข้อมูลข่าวสารที่เข้าถึงทุกภาคส่วน 6) บุคลากรมีองค์ความรู้และมีความเชี่ยวชาญเพียงพอ 7) มีงบประมาณ เครื่องมืออุปกรณ์เพียงพอ และการจัดองค์กรกำกับดูแลที่เหมาะสม 8) ศูนย์กำจัด มูลฝอยมีศักยภาพก่อสร้างโรงกำจัดขยะผลิตไฟฟ้าได้ โดยมีข้อเสนอแนะ ประกอบด้วย 1) กำหนดนโยบายสร้างโรงกำจัดขยะผลิตไฟฟ้าเพิ่มในพื้นที่ศูนย์กำจัดมูลฝอยเดิมก่อนที่จะขยายไปยังพื้นที่อื่น ๆ 2) เปิดโอกาสให้ประชาชนเข้ามาศึกษาดูงานในโรงกำจัดขยะผลิตไฟฟ้า 3) เลือกใช้เทคโนโลยีการผลิตไฟฟ้าที่มีประสิทธิภาพสูง 4) สื่อสารสร้างความเข้าใจแก่ประชาชนเกี่ยวกับการกำจัดขยะเป็นพลังงาน 5) ส่งเสริมภาคเอกชนร่วมลงทุนจัดสร้างเตาเผาขยะในพื้นที่ของเอกชน 6) สร้างสัมพันธภาพที่ดีและพัฒนาเครือข่ายชุมชนรอบโรงกำจัดขยะในการร่วมติดตามตรวจสอบผลกระทบกับชุมชน | th |
| dc.description.abstract | This research aimed to study the success of the management and factors affecting the public acceptance of the Waste to Energy Plant Project in Nong Khaem, Bangkok. The data were analyzed by CIPP-I Model. The SWOT analysis was used to identify factors affecting the public acceptance of the project. Data and information were collected through document research and interviews with stakeholders, particularly community leaders and people living within 3 km radius around the plant. The results of the study showed that the people around the area accepted the project due to key factors which are; 1) the policy and law that are focusing on the waste to energy; 2) the private sector which was capable on waste to energy project development; 3) the local people had confidence in Bangkok Metropolitan Administration; 4) the incinerator technology was environmentally friendly; 5) information of the project management were accessible to all sectors; 6) the personnel had sufficient knowledge and expertise; 7) there were enough budget, tools, equipment, and proper organization; 8) the BMA waste disposal centers had potential for development of waste to energy project. The suggestions are; 1) the BMA’s policy should focus on development of new waste to energy projects in the existing waste disposal sites before expanding to other areas; 2) allow the people to monitor and observe the operation of the plant; 3) using high efficiency technology for the incinerator; 4) communicate with the public for more understanding about waste to energy management; 5) encourage private sector’s investment in their area; 6) create relationship and networking with communities around the plant for monitoring the impact on their communities. | th |
