| dc.description.abstract | การศึกษามีวัตถุประสงค์เพื่อศึกษาการดำเนินการของเขตประกอบการอุตสาหกรรมไออาร์พีซีตามหลักธรรมาภิบาลในการจัดการสิ่งแวดล้อมอย่างยั่งยืน ตลอดจนปัญหาและอุปสรรคเพื่อเสนอแนะแนวทางในการส่งเสริมและสนับสนุนการดำเนินงาน งานวิจัยนี้เป็นงานวิจัยคุณภาพ (Qualitative Research) มีการเก็บรวบรวมข้อมูลโดยการสัมภาษณ์แบบกึ่งโครงสร้างร่วม (Semi-Structured Interviews) กับการสังเกตการณ์แบบไม่มีส่วนร่วม (Non-Participation Observation) กับกลุ่มผู้มีส่วนได้ส่วนเสีย รวมถึงการศึกษาเอกสารที่เกี่ยวข้อง และประยุกต์ใช้ตัวชี้วัดจากคู่มือการดำเนินงานตามหลักเกณฑ์ธรรมภิบาลสิ่งแวดล้อมเป็นหลักในการศึกษา ตัวชี้วัดที่ใช้เป็นเกณฑ์ในการประเมินประกอบด้วยหลักธรรมาภิบาลทั้ง 7 หลัก คือ หลักนิติธรรม หลักคุณธรรม หลักความโปร่งใส หลักการมีส่วนร่วม หลักความรับผิดชอบ หลักประสิทธิภาพและประสิทธิผล หลักความยั่งยืน ผลการศึกษาพบว่า การดำเนินการเขตประกอบการอุตสาหกรรมไออาร์พีซีมีการดำเนินการตามหลักธรรมาภิบาลสิ่งแวดล้อมอยู่ในระดับดีมาก และเป็นไปตามกฎหมายด้านสิ่งแวดล้อมที่เกี่ยวข้อง ระบบบริหารจัดการด้านคุณภาพ ความปลอดภัยอาชีวอนามัย และสิ่งแวดล้อม (QSHE) มีแผนรองรับสถานการณ์ฉุกเฉิน มีกระบวนการเผยแพร่ข้อมูลข่าวสารผ่านช่องทางต่าง ๆ รวมถึงการเปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วมในการดำเนินโครงการและกิจกรรมด้านสิ่งแวดล้อม และมีช่องทางในการร้องเรียนเมื่อเกิดผลกระทบจากการดำเนินงาน ทางเขตประกอบการฯ ก็จะมีกระบวนการเยียวยาตามลำดับขั้นตอน อาจเกิดความล่าช้า ส่งผลให้ประชาชนมองว่าเขตประกอบการฯ จัดการปัญหาล่าช้า ทางเขตประกอบการฯ ควรสร้างความรู้ความเข้าใจให้แก่ประชาชนในชุมชน รวมถึงผู้บริหารระดับสูงของเขตประกอบการฯ ปรับเปลี่ยนนโยบายให้ประชาชนสามารถเข้าถึงได้ง่าย | th |
| dc.description.abstract | The objectives of this study were to investigate the good governance-based operation of IRPC Industrial Zone in sustainable environmental management and to explore problems and obstacles in order to suggest the guidelines for operational promotion and support. This study was a qualitative research. Data were collected by semi-structured interviews and non-participation observation with stakeholders as well as related documents and applications of indicators from the operation manual according to environmental good governance principles. The foresaid indicators used as the evaluation criteria consisted of 7 good governance principles, namely: the rule of law, morality, transparency, participation, responsibility, efficiency and effectiveness, and sustainability. The results of this research indicated that the good governance-based operation of IRPC Industrial Zone in sustainable environmental management was at a good level and in compliance with related environmental laws, and the Quality, Safety, Health, and Environment (QSHE) management system. The case study has an emergency plan, a process of disseminating information through various channels, including enabling people to participate in environmental programs and activities. A varity of Channels for making complaints are available; in case of occurred operational impacts, the process of bureaucratic remedy was provided by IRPC Industrial Zone. For this reason, the operation was delayed, causing public perspective towards IRPC Industrial Zone’s delayed problem solving. In addition, IRPC Industrial Zone should enhance people’s knowledge and understandings. Its’ top management should adjust its policy to enable the public's awareness and understandings. | th |
