| dc.description.abstract | งานวิจัยนี้มีวัตถุประสงค์ เพื่อศึกษารูปแบบและการจัดการระบบผลิตไฟฟ้าพลังงานแสงอาทิตย์ในชุมชน จังหวัดสิงห์บุรี ถอดบทเรียนความสำเร็จและปัจจัยที่มีผลต่อการจัดการระบบผลิตไฟฟ้าพลังงานแสงอาทิตย์ในชุมชน จังหวัดสิงห์บุรี และเสนอแนวทางการจัดการระบบผลิตไฟฟ้าพลังงานแสงอาทิตย์ในชุมชน ตามหลักปรัชญาของเศรษฐกิจพอเพียง เป็นงานวิจัยเชิงคุณภาพ โดยทำการศึกษาข้อมูลจาก เอกสารต่างๆที่เกี่ยวข้อง และใช้การสัมภาษณ์และการสอบถามประกอบการสัมภาษณ์ กลุ่มสมาชิกพลังงานทดแทนจังหวัดสิงห์บุรีจำนวน 22 คน จาก 6 อำเภอ ที่มีการติดตั้งระบบผลิตไฟฟ้าพลังงานแสงอาทิตย์ในที่อยู่อาศัย ผู้นำชุมชน และเจ้าหน้าที่สำนักงานพลังงานจังหวัด 6 คน โดยนำข้อมูลที่ได้มาพรรณนาความ สรุปประเด็น และวิเคราะห์ความสอดคล้องกับหลักปรัชญาของเศรษฐกิจพอเพียง ผลการศึกษา พบว่า การจัดการระบบผลิตไฟฟ้าพลังงานแสงอาทิตย์ในจังหวัดสิงห์บุรี ที่ประสบความสำเร็จในระยะเวลาเพียงไม่กี่ปีนั้น มาจากการดำเนินการที่สอดคล้องตามหลักปรัชญาของเศรษฐกิจพอเพียง ดังนี้ 1) ด้านความพอประมาณ คือ สมาชิกกลุ่มพลังงานทดแทนรู้คุณค่าของพลังงาน เลือกใช้ผลิตภัณฑ์ที่ช่วยลดค่าใช้จ่ายด้านพลังงาน 2) ด้านความมีเหตุผล คือ เลือกใช้ระบบผลิตไฟฟ้าพลังงานแสงอาทิตย์ซึ่งเป็นพลังงานทางเลือกที่มีความเหมาะสมกับสภาพพื้นที่ และมีราคาสมเหตุสมผล 3) ด้านการมีภูมิคุ้มกันที่ดี คือ สามารถจัดการระบบผลิตไฟฟ้าพลังงานแสงอาทิตย์ในชุมชนได้ด้วยตนเองตั้งแต่การศึกษาหาความรู้ ไปจนถึงการติดตั้งใช้งาน การบำรุงรักษา และพร้อมรับมือกับปัญหาด้านการใช้งานในอนาคต ประกอบกับด้านเงื่อนไขความรู้และคุณธรรม ที่สมาชิกกลุ่มพลังงานทดแทนมีความรู้เกี่ยวกับการจัดการระบบผลิตไฟฟ้าพลังงานแสงอาทิตย์อยู่ในระดับสูง มีความสามารถในการวางแผน การติดตั้ง ไปจนถึงการดูแลบำรุงรักษาอุปกรณ์ มีความพยายามในการเผยแพร่ความรู้ด้านพลังงานให้แก่ผู้คนรอบข้าง รวมไปถึงการดำเนินงานแบบเชิงรุกของเจ้าหน้าที่สำนักงานพลังงานจังหวัดสิงห์บุรี ร่วมกันแก้ไขปัญหาไปกับสมาชิกกลุ่มพลังงานทดแทน ทำให้ระดับการมีส่วนร่วมของสมาชิกกลุ่มอยู่ในระดับสูงมาก และงบประมาณที่เพียงพอจากกระทรวงพลังงาน และจากการรวบรวมเงินกันภายในกลุ่ม เหล่านี้ถือเป็นปัจจัยสำคัญที่ทำให้การจัดการระบบผลิตไฟฟ้าพลังงานแสงอาทิตย์ในชุมชน จังหวัดสิงห์บุรีดำเนินไปได้อย่างต่อเนื่อง สำหรับแนวทางการจัดการระบบผลิตไฟฟ้าพลังงานแสงอาทิตย์ตามหลักปรัชญาของเศรษฐกิจพอเพียงนั้น ประชาชนต้องมีความรู้ความเข้าใจที่ถูกต้องเกี่ยวกับระบบผลิตไฟฟ้าพลังงานแสงอาทิตย์ และมีส่วนร่วมในการวางแผนการจัดการระบบผลิตไฟฟ้าพลังงานแสงอาทิตย์ เพื่อเข้าถึงในด้านการติดตั้ง ดูแลรักษาอุปกรณ์ และใช้ระบบผลิตไฟฟ้าพลังงานแสงอาทิตย์ในการตอบสนองความต้องการที่แท้จริงในชุมชน | th |
| dc.description.abstract | The purposes of this research were to study model and management of Solar Photovoltaic Electricity Generation in communities of Singburi province, to investigate the key success factors and to propose guidelines for Solar Photovoltaic Electricity Generation management in the community according to Philosophy of Sufficiency Economy. A combination of qualitative and quantitative research was used to gather data from related documents and interviewing to 22 members of Singburi Renewable Energy Groups and officers in Singburi Office of Energy. The data was described and analyzed in accordance with the Philosophy of Sufficiency Economy. The results showed that Solar Photovoltaic Electricity Generation management in communities of Singburi province is successful even it has been carried out just a few years as follows. 1) Moderation: The members of Singburi Renewable Energy Group are energy conservationist, they choose to use the products that reduce energy costs such as energy saving lamps, Solar Photovoltaic Electricity Generation. 2) Reasonableness: They choose Solar Photovoltaic Electricity generation with 50-watt solar panel that is affordable and appropriate to the area. 3) Self-immunity: They can manage solar photovoltaic electricity generation by themselves i.e. installation, maintenance including preparation to handle with future usage problems. For knowledge and moral conditions, the members have high-knowledge on energy and solar photovoltaic electricity generation management, also have a perseverance in spreading the knowledge of energy to other communities. In addition, they have cooperation with Singburi renewable energy group in planning, implementing and problem solving. The level of participation of the group members is very high. The key success factors involve local people, officers with having knowledgeable about the social landscape in Singburi province and having good relationships with local people, build awareness and understanding of the energy and solar photovoltaic generation systems as well as community leaders and members of Singburi renewable energy group with high knowledge about energy and solar photovoltaic generation systems. Adequate budget from the Ministry of Energy and from collecting money within the group are also the key success factors that make Solar Photovoltaic Electricity Generation in communities of Singburi province continuing to operate. It can be concluded that the guidelines for solar photovoltaic electricity generation based on sufficiency economy philosophy are that people must have a good understanding about solar photovoltaic electricity generation.and the public participation is very important for Solar Photovoltaic Electricity Generation e.g. installation, maintain once of equipment and use of solar photovoltaic electricity generation to meet real needs in the community. | th |
