The appropriate model for power development fund management in Thailand

dc.description.abstractThis research aimed to evaluate the operation and management of power development fund in Thailand and to propose an appropriate model for managing power development fund in Thailand by using the Sustainability Balanced Scorecard (SBSC). The Sustainability Balanced Scorecard consists of six perspectives which are the overall efficiency of operation and management perspective, the management process perspective, the stakeholder perspective, the learning and development perspective, the environmental perspective and the social perspective. This study used three different data collection methods following the concept of triangulation of qualitative data resources which included: 1) Secondary data, for example, books, journals, articles, theses, reports, and other documents 2) Interviews with key informants, for example, Energy Regulatory Commission, Power Development Fund Department, the employees of power development fund department, the OERC Regional Office managers, the managers of power development fund in category A and B, the employees who work for power development fund in category A and B, the sub-district headmen and village headmen in communities, the residents in communities living in the areas that have received impacts and problems from power plant and receive benefits from the operation and management of power development fund, as well as propose community projects, and get approval or refusal by the power development fund and 3) Observation of the existing community projects around the power development fund in designated area. After the evaluation and analysis of the operation and management of power development fund in Thailand by using the Sustainability Balanced Scorecard (SBSC), the results show that the overall performance of the power development fund category A is 2.75 and the overall performance of the power development fund in category B is 2.80. In power development fund category A, the average score on the overall efficiency of operation and management perspective is 2.86, the management process perspective is 2.73, the stakeholder perspective is 3, the learning and development perspective is 1.33, the environmental perspective is 3 and the social perspective is 3. In power development fund category B, the average score on the overall efficiency of operation and management perspective is 2.6, the management process perspective is 3, the stakeholder perspective is 2.77, the learning and development perspective is 2.33, the environmental perspective is 3 and the social perspective is 3. From the results, it will come out with the appropriate model for operating and managing power development fund under the Sustainability Balanced Scorecard (SBSC) theory in six perspective. For overall performance, there are example; the power development fund should allocate equality and fairness on budget for residents to propose for community projects, the power development fund should improve the cooperation between public and government representatives, the power development fund should provide knowledge on proposing community projects for stakeholders, the power development fund should set job description for each position who work for power development fund in designated areas, the power development fund should support residents to propose the diversity type of community projects which related to environment and society. For the benefits derived from the application of the model, the Energy Regulatory Commission, the Power Development Fund Department, and the Power Development Fund in designated areas can use the model to be tools to improve the performance of operation and management of power development fund in Thailand. The model not only helps improve the operation and management of power development fund, but also provides benefit to all stakeholders affected by the operation and management of power development fund. th
