ผลกระทบทางสังคมวัฒนธรรมของเขตพัฒนาเศรษฐกิจพิเศษจังหวัดสระแก้ว

Abstract

การศึกษานี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาสภาพการเปลี่ยนแปลงและผลกระทบทางสังคมวัฒนธรรม ของเขตพัฒนาเศรษฐกิจพิเศษ จังหวัดสระแก้ว 2) เพื่อศึกษาแนวทางต่อการป้องกันและลดผลกระทบทางสังคมวัฒนธรรมของเขตพัฒนาเศรษฐกิจพิเศษจังหวัดสระแก้ว การศึกษาใช้กระบวนการวิจัยเชิงคุณภาพ โดยเน้นการสัมภาษณ์แบบเจาะลึกผู้ให้ข้อมูลสำคัญจำนวน 15 ราย วิเคราะห์เนื้อหาโดยใช้ตรรกะเทียบเคียงกับแนวคิดทฤษฎี ควบคู่กับบริบททางสังคม

ผลการศึกษาพบว่า 1) ผลกระทบทางสังคม (1) ผลกระทบด้านโครงสร้างประชากร (2) การจัดการด้านชุมชนและสถาบัน (3) ความขัดแย้งระหว่างระหว่างคนท้องถิ่นและคนเข้ามาใหม่ (4) ปัจเจกบุคคลและครอบครัว ทั้งด้านการศึกษา สาธารณสุข และสันทนาการ (5) ที่ดินและโครงสร้างพื้นฐานของชุมชน 2) ผลกระทบด้านวัฒนธรรม (1) วิถีชีวิตและการเปลี่ยนแปลง (2) การเปลี่ยนแปลงทางความคิด ค่านิยม ความเชื่อ และ 3) ผลกระทบด้านอื่น ๆ เช่น ปัญหาด้านสิ่งแวดล้อม เป็นต้น

อีกทั้งศึกษาแนวทางการป้องกัน ลดผลกระทบด้านลบ และการส่งเสริมผลกระทบด้านบวกซึ่งให้ความสำคัญกับการมีส่วนร่วมของประชาชน ซึ่งจะก่อให้เกิดไว้วางใจและสร้างการรับรู้ที่ดีให้กับประชาชนพร้อมทั้งถอดบทเรียนสู่การนำเสนอต่อสาธารณะ

ข้อเสนอแนะสำคัญคือ การสร้างการมีส่วนร่วมของประชาชนในการคิด วางแผน ปฏิบัติ และติดตามผลตรวจสอบ และประเมินอยู่ในกระบวนการดำเนินงานของโครงการ อีกทั้งเตรียมความพร้อมให้กับประชาชน โดยมีมาตรการที่ชัดเจน อันจะสร้างหลักประกันที่ดีระหว่างโครงการการพัฒนาและประชาชนในพื้นที่

The research aims 1) to explore the changes of Sa Kaeo special economic zone and its social and cultural impacts. 2) to study the guidelines for preventing and reducing the social and cultural impacts of Sa Kaeo special economic zone. This study has a qualitative research process, which focused on in-depth interviews with 15 key informants. Data analysis adopts the concept of logical similarity and theory combined with context.

The content of the research includes 1) social impacts (1) population structure (2) community and institutional management. (3) Conflicts between locals and newcomers (4) individuals and families, including education, public health and Recreation (5) land and community infrastructure (2) cultural impacts (1) lifestyle and change (2) changes in concepts, values, beliefs and 3) other impacts, such as environmental issues.

It also discusses the ways to prevent, reduce negative effects and promote positive effects, which is of great significance to public participation. This will build trust, create good public awareness and provide lessons for public.

It is suggested that in the process of project implementation, the public be involved in thinking, implementation and supervision, so that the public have clear measures to create a good guarantee for the development project and the local people.
