Abstract
การศึกษานี้มีวัตถุประสงค์เพื่อสำรวจเครือข่ายทางสังคมในการฟื้นฟูพื้นที่ป่าไม้จังหวัดน่าน โดยการวิเคราะห์โครงสร้างและกลไกการขับเคลื่อนของเครือข่ายที่เชื่อมโยงกับการฟื้นฟูพื้นที่ป่าไม้จังหวัดน่าน และเสนอแนะแนวทางการพัฒนาเครือข่ายทางสังคมในการฟื้นฟูพื้นที่ป่าไม้ให้ยั่งยืนในจังหวัดน่าน การศึกษานี้อาศัยระเบียบวิธีวิจัยเชิงคุณภาพ ประกอบด้วยการศึกษาเอกสาร การสังเกตแบบมีส่วนร่วม และการสัมภาษณ์แบบเจาะลึกกับผู้ให้ข้อมูลสำคัญในเครือข่ายภาครัฐ ภาคเอกชน และภาคประชาชนที่เกี่ยวข้องกับการฟื้นฟูพื้นที่ป่าไม้ในจังหวัดน่าน
ผลการศึกษาชี้ให้เห็นพัฒนาการของเครือข่ายทางสังคมในการฟื้นฟูพื้นที่ป่าไม้จังหวัดน่าน ได้แก่ 1) เครือข่ายการมีส่วนร่วมภาคประชาชนเพื่อการจัดการป่าสงวนหมู่บ้าน/ตำบล 2) เครือข่ายป่าชุมชนจังหวัดน่าน 3) เครือข่ายพัฒนาทางเลือกเพื่อการจัดการที่ดินทำกินเพื่อนำไปสู่การอนุรักษ์ฟื้นฟูทรัพยากรป่าต้นน้ำน่าน และ 4) เครือข่ายการบริหารพื้นที่รูปแบบพิเศษเพื่อการจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อมอย่างยั่งยืนในพื้นที่จังหวัดน่าน (น่านแซนบอกซ์) เครือข่ายเหล่านี้มีพัฒนาการไปพร้อมกับการเปลี่ยนแปลงรูปแบบการใช้ประโยชน์ที่ดินและสภาพพื้นที่ป่าไม้ในจังหวัดน่าน โดยมีกลไกการขับเคลื่อนที่แตกต่างกันตามลำดับ ดังนี้ 1) การพัฒนากลไกสังคมในภาคประชาชนเพื่อต่อต้านกลไกการจัดการป่าของภาครัฐ 2) การขยายเครือข่ายภาคประชาชนเพื่อเชื่อมโยงการทำงานร่วมกับภาครัฐ และเอกชน 3) การพัฒนากลไกทางสังคมโดยภาครัฐเป็นตัวประสาน (ภายใต้วาทกรรมประชารัฐ) และ 4) การนำกลไกการตลาดในภาคเอกชนมาปรับใช้ร่วมกับกลไกการฟื้นฟูป่าไม้ของภาครัฐ กลไกเหล่านี้ได้มีการพัฒนาต่อยอดจากผลสัมฤทธิ์และข้อจำกัดในการจัดการของเครือข่ายระดับพื้นที่/ชุมชนในจังหวัดน่าน และเครือข่ายหน่วยงานของรัฐในการแก้ไขปัญหาทรัพยากรป่าไม้และที่ดินทำกินร่วมกับชุมชน
ข้อค้นพบดังกล่าวแสดงให้เห็นว่า เครือข่ายทางสังคมในการฟื้นฟูพื้นที่ป่าไม้จังหวัดน่านกำลังมีการเปลี่ยนผ่านจากยุคเครือข่ายการจัดการสังคมโดยภาคประชาสังคมไปสู่ยุคเครือข่ายการจัดการสังคมโดยภาครัฐ ซึ่งมีภาคประชาชน และภาคเอกชนเข้ามามีส่วนร่วมในการพัฒนาประเทศร่วมกับรัฐมากขึ้น อย่างไรก็ตาม การดำเนินการของเครือข่ายดังกล่าวยังก่อให้เกิดข้อคำถามเกี่ยวกับความไม่คล่องตัวของลักษณะโครงสร้างและแนวทางการขับเคลื่อนเครือข่ายในการปฏิบัติงานในพื้นที่ และ ความเป็นไปได้ของกลไกการเงินที่จะนำมาใช้เพื่อการส่งเสริมอาชีพทางเลือกที่เป็นมิตรกับสิ่งแวดล้อมและการพัฒนาคุณภาพชีวิตให้คนกับป่าอยู่ร่วมกันได้อย่างยั่งยืน
ทั้งนี้ ข้อคำถามดังกล่าวนำมาซึ่งข้อเสนอแนะแนวทางการพัฒนาเครือข่ายทางสังคมในการฟื้นฟูพื้นที่ป่าไม้ให้ยั่งยืนในพื้นที่จังหวัดน่านที่สำคัญได้แก่ การพัฒนารูปแบบลักษณะโครงสร้างของเครือข่ายที่เอื้อต่อกระบวนการมีส่วนร่วมของสมาชิกหลายระดับ เช่น การแบ่งตามระดับการขับเคลื่อนเชิงนโยบาย และระดับการขับเคลื่อนการปฏิบัติงาน การกระจายอำนาจให้ชุมชนและองค์กรปกครองส่วนท้องถิ่นได้เข้ามามีส่วนร่วมของในการจัดการและการใช้ประโยชน์จากพื้นที่ป่าไม้อย่างแท้จริง และการจัดตั้งกองทุนจัดการพื้นที่ป่าไม้ในระดับหมู่บ้านและระดับผืนป่า เพื่อสนับสนุนให้เกิดการจัดการตนเองในระดับต่างกัน
The main objective of this study is to explore the social network model for forest landscape restoration in Nan province, focusing on the formation and operation of social network that determines the success of forest landscape restoration in Nan province. The study seeks to propose some useful suggestions for development the social network of the sustainable forest landscape restoration in Nan province. The study adopts qualitative research methodology, including documentary research, participant observation and in-depth interview with key informants in government, private and public sectors. The study identifies development of four models of social network in forest landscape restoration in Nan province, namely: 1) Community Participation Network for Forest Conservation and Management, 2) Provincial Community Forest Network, 3) Alternative Development Network for Land Management towards Watershed Forest Conservation and Management, and 4) Special Area Management Network for Sustainable Natural Resource and Environmental Management (Nan Sandbox). These four network models have evolved with change in land use and forest landscape in Nan province through 1) development of social mechanism within the civil society against the state forest management practice, 2) expansion of community networks to foster collaboration among public and private actors, 3) development of civil-state mechanisms in the state forest management, and 4) adoption of market mechanism under the state forest management regime. The evolution of these mechanisms is based on lessons learned from achievements and limitations of community-based and state-based networks for forest landscape restoration. The results reflect ongoing transition from civil society network to multi-actor network in forest landscape restoration in Nan province. However, there remain two important questions regarding the operation of the network. One is the rigidity of social network structure and operation. The other is the possibility of financial mechanism as providing incentives for ecologically friendly farming and sustainable forest restoration. These findings have led to suggestions for developing social network approaches towards sustainable forest landscape restoration in Nan province. Example of those of particular importance includes the design of social network structure that facilitates participation of actors at multi-levels, both in the policy and practical realms; the decentralization of practice to the local administrative and the community levels in forest management and use; and the establishment of forest restoration fund at the village and the landscape levels that supports self-regulation at multiple levels.
