| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์คือ 1) เพื่อศึกษากระบวนการบริหารองค์การเครือข่ายของสำนักงานกองทุนสนับสนุนการสร้างเสริมสุขภาพ (สสส.) เพื่อลดการดื่มสุรา 2) เพื่อศึกษาปัญหาและอุปสรรค และ 3) เพื่อเสนอแนะแนวทาง โดยเป็นงานวิจัยเชิงคุณภาพ กลุ่มตัวอย่างคือ สสส. สคล. ผู้ประสานงานจังหวัดสมุทรสาครและปทุมธานี คณะทำงาน ผู้นำและทีมงานในชุมชนต้นแบบ และภาคี วิธีการศึกษาใช้การศึกษาจากเอกสาร การสัมภาษณ์เชิงลึก และการจัดสนทนากลุ่ม ผลการศึกษาพบว่า กระบวนการบริหารองค์การเครือข่ายประกอบด้วย 1) พื้นที่ดำเนินงาน ภาคีร่วม 2) มีลักษณะของเครือข่ายและความเชื่อมโยงเครือข่าย 3) กิจกรรมร่วมมือที่สำคัญ อาทิ กิจกรรมปฏิญาณตนงดเหล้าเข้าพรรษา กิจกรรมรณรงค์งดเหล้าในงานเทศกาล 4) มีการพัฒนาเครือข่ายและรักษาความเหนี่ยวแน่นของเครือข่าย ปัญหาและอุปสรรค ได้แก่ 1) ข้อจำกัดด้านทรัพยากร 2) ความรับรู้และความเข้าใจของประชาชนและร้านค้าบางส่วนเกี่ยวกับกฎหมายแอกอฮอล์ยังไม่เพียงพอ 3) ค่านิยม วัฒนธรรมในการดื่มแอลกอฮอล์ในงานเทศกาลที่อยู่คู่สังคมมานาน 4) คณะทำงานยังไม่ความครอบคลุมและไม่เข้มแข็งเพียงพอ 5) ไม่ได้ขาดความร่วมมือจากหน่วยงานที่เกี่ยวข้อง 6) บริษัทแอลกอฮอร์ทำการตลาดและการโฆษณาเชิงรุกและต่อเนื่อง ข้อแสนอแนะ ได้แก่ 1) ลดข้อจำกัดด้านทรัพยากร 2) สร้างความรับรู้และความเข้าใจของประชาชนและร้านค้าบางส่วนเกี่ยวกับกฎหมายแอกอฮอล์ให้เพียงพอมากขึ้น 3) ทำกิจกรรมและรณรงค์ปลูกฝังค่านิยมเทศบาลปลอดเหล้า 4) คณะทำงานยังไม่ความครอบคลุมและไม่เข้มแข็งเพียงพอ 5) ประสานความร่วมมือจากหน่วยงานที่เกี่ยวข้อง 6) ทำกิจกรรมและรณรงค์อย่างต่อเนื่องและครอบคลุม | th |
| dc.description.abstract | The three main objectives about of this research were 1) to study the process of network governance of the Thai Health promotion for reducing alcohol consumption 2) to analyze the problems of network governance and 3) to find some useful suggestions for the network governance. The qualitative research methodology was employed for the study with documentary research in-depth interview and focus group. The research results indicated that the process of network governance included 1) Areas of operation and partners 2) There are characteristics of networks and network connections 3) important collaborative activities such as operational meetings and lesson breakout sessions activities to vow to stop drinking alcohol during the Buddhist Lent Festival Campaign, to stop drinking alcohol in festival 4) Network development and network tightness by continually Problems and obstacles include 1) resource limitations 2) Public and some shops' awareness and understanding of alcohol law is insufficient 3) values, culture of drinking alcohol at a festival that has been a long-standing society 4) The working group is not comprehensive and not strong enough 5) There is no lack of cooperation from relevant agencies and 6) Alcohol companies are active and persistent in marketing and advertising and suggestions include: 1) reducing resource constraints 2) building more awareness and understanding of people and some shops about the alcohol law 3) carrying out activities and campaigns to instill municipal values. Alcohol-free 4) The working group is not comprehensive and not strong enough 5) Coordination from relevant agencies and 6) Continuous and comprehensive activities and campaigns. | th |
