แนวทางการจัดการความเสี่ยงในการทำงานของพนักงานสวนสาธารณะ: กรณีศึกษาพนักงานสวนสาธารณะ สังกัดฝ่ายรักษาความสะอาดและสวนสาธารณะ สำนักงานเขตราชเทวี กรุงเทพมหานคร

Abstract

การศึกษานี้ มีวัตถุประสงค์เพื่อศึกษาระดับความรู้ปัจจัยสิ่งแวดล้อมในการทำงานของพนักงานสวนสาธารณะ ประเมินการจัดการความเสี่ยงในการทำงานของพนักงานสวนสาธารณะ ให้การปฏิบัติงานปลอดโรคปลอดภัย และจัดทำแนวทางการจัดการความเสี่ยงในการทำงานของพนักงานสวนสาธารณะ ให้การปฏิบัติงานปลอดโรคปลอดภัย ทำการเก็บข้อมูลโดยการเก็บแบบสอบถามกับพนักงานสวนสาธารณะทั้งหมด สังกัดฝ่ายรักษาความสะอาดและสวนสาธารณะ สังกัดสำนักงานเขตราชเทวี กรุงเทพมหานคร จำนวน 50 คน และสัมภาษณ์หัวหน้าฝ่ายรักษาความสะอาดและสวนสาธารณะ สังกัดสำนักงานเขตราชเทวี กรุงเทพมหานคร ทำการวิเคราะห์ด้วยสถิติเชิงพรรณนา (Descriptive Statistics) โดยการแจกแจงความถี่ และค่าร้อยละ แล้วนำผลการสอบถามและสัมภาษณ์มาพรรณนา ผลการศึกษา พบว่า ปัจจัยสิ่งแวดล้อมมีผลกระทบต่อการทำงานในระดับปานกลาง (ค่าเฉลี่ย 1.90 จาก 3.00) โดยฝุ่นละอองขนาดเล็ก (PM2.5) ที่มาจากการจราจรและการเผาไหม้ ส่งผลกระทบมากที่สุด (ค่าเฉลี่ย 2.86) รองลงมาคือปัจจัยด้านความร้อนจากการทำงานกลางแจ้ง (ค่าเฉลี่ย 2.76) ส่วนความรู้ด้านสิ่งแวดล้อม อาชีวอนามัยและความปลอดภัยในการทำงานของพนักงานอยู่ในระดับสูง (ค่าเฉลี่ย 0.77 จาก 1.00) โดยมีความรู้มากที่สุดในเรื่องการป้องกันโรคลมแดดและการยกของอย่างปลอดภัย (ค่าเฉลี่ย 1.00) ด้านทัศนคติ พบว่า พนักงานฯ มีทัศนคติเชิงบวกในระดับมากเกี่ยวกับอาชีวอนามัยและความปลอดภัย (ค่าเฉลี่ย 3.95 จาก 5.00) โดยเห็นด้วยอย่างยิ่งว่าทุกคนควรมีส่วนร่วมในการแสดงความคิดเห็นเกี่ยวกับความปลอดภัย (ค่าเฉลี่ย 4.60) ขณะที่พฤติกรรมการปฏิบัติงานให้ปลอดภัยอยู่ในระดับมาก (ค่าเฉลี่ย 1.86 จาก 2.00) เช่น การไม่ใช้ยาที่ทำให้ง่วงนอนและไม่ดื่มแอลกอฮอล์ก่อนหรือขณะทำงาน สำหรับการประเมินความเสี่ยงในการทำงานของพนักงานสวนสาธารณะ พบว่า ความร้อนเป็นปัจจัยเสี่ยงสูงสุด (6 คะแนน) รองลงมา คือ ฝุ่น PM2.5 (4 คะแนน) จากผลการศึกษานี้ ได้มีแนวทางการจัดการความเสี่ยง โดยการบริหารเวลางานให้เหมาะสม หลีกเลี่ยงช่วงเวลาที่มีอุณหภูมิสูง การจัดเตรียมสภาพแวดล้อมบริเวณพื้นที่ปฏิบัติงานให้ปลอดภัย และการจัดหาอุปกรณ์ป้องกัน เช่น หน้ากากกันฝุ่น พร้อมทั้งส่งเสริมความรู้เกี่ยวกับการป้องกันอันตรายจากสภาพแวดล้อม เพื่อเพิ่มความปลอดภัยในการปฏิบัติงานของพนักงานสวนสาธารณะ

This study aimed to assess the level of knowledge of environmental factors among public park tending officers, assess their risk management practices, ensure safe and disease-free work environments, and develop guidelines for effective risk management among public park tending officers to promote safe and disease-free work conditions. Data was collected through questionnaires administered to all public park tending officers under the Cleansing and Public Park Section at the Ratchathewi District Office, Bangkok Metropolitan Administration, totaling 50 individuals, and an interview with the Head of the Cleansing and Public Park Section at the Ratchathewi District Office. Descriptive statistics were analyzed by distributing frequencies and percentages, and the results of the questionnaires and interviews were described. The study's findings indicate that environmental factors had a moderate impact on work performance (mean 1.90 out of 3.00). The most significant contributors were PM2.5 dust originating from traffic and burning (mean 2.86), followed by heat exposure from outdoor work (mean 2.76). Regarding knowledge, officers exhibited a high understanding of environmental, occupational health, and safety principles (mean 0.77 out of 1.00). Their strongest areas of knowledge pertained to heatstroke prevention and safe lifting techniques (mean 1.00). Concerning attitudes, officers demonstrated a very positive disposition towards occupational health and safety (mean 3.95 out of 5.00). They expressed strong agreement that all individuals should participate in voicing opinions about safety (mean 4.60). Moreover, safe work behaviors were consistently maintained at a high level (mean 1.86 out of 2.00), evidenced by practices such as abstaining from sedating medications and alcohol consumption before or during work. For public tending park officers, heat emerged as the predominant work risk factor (6 points), with PM2.5 dust as the second highest (4 points). Consequently, the study's results informed us of the development of risk management guidelines. These guidelines advocate appropriate work time management (e.g., avoiding high temperature periods), establishing a safe working environment, and providing essential protective equipment (such as dust masks). Furthermore, they recommend advancing knowledge about environmental hazard prevention to enhance the safety of public park tending officers in their work.
