การส่งเสริมและสนับสนุนการปกครองท้องถิ่น กรณีศึกษา การมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นของเทศบาลตำบลหลักห้า

Abstract

การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพมีวัตถุประสงค์เพื่อศึกษาพลวัตการมีส่วนร่วมของประชาชนต่อกระบวนการจัดทำแผนพัฒนาท้องถิ่นของเทศบาลตำบลหลักห้า โดยผู้วิจัยได้ใช้กรณีศึกษาคือเทศบาลตำบลลหักห้า และผู้วิจัยได้ดำเนินการเก็บรวบรวมข้อมูลโดยการศึกษาจากข้อมูลทุติยภูมิ และการสัมภาษณ์เชิงลึก

ผลศึกษาพบว่า 1) ระดับการมีส่วนร่วมขอประชาชนในการจัดทำแผนพัฒนาท้องถิ่นแบ่งออกเป็น 5 ระดับ การมีส่วนร่วมระดับการรับรู้ข้อมูลข่าวสาร การมีส่วนร่วมระดับการเปิดรับฟังความเห็นจากประชาชน การมีส่วนร่วมระดับการมีส่วนร่วมในระดับการปรึกษาหารือหรือการเข้าร่วมประชุม การมีส่วนร่วมระดับการมีส่วนร่วมในระดับการวางแผนร่วมกัน และการมีส่วนร่วมในระดับการมีส่วนร่วมในการติดตามและตรวจสอบและประเมินผลการดำเนินงานตามแผนพัฒนาท้องถิ่น 2) ปัจจัยที่ส่งผลต่อการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่น ได้แก่ การมีภาวะผู้นำการเปลี่ยนแปลงของผู้นำชุมชน ศักยภาพของประชาชน ความสะดวกของประชาชน ทัศนคติของประชาชน การเป็นคนในพื้นที่ ความสัมพันธ์อันดีระหว่างประชาชนกับเทศบาล และปัจจัยภายนอกชุมชนได้แก่ การประชาสัมพันธ์และสื่อที่ใช้ประชาสมัพันธ์ ระดับความเข้มข้นของปัญหาและความต้องการของประชาชน 3) แนวทางการส่งเสริมและสนับสนุนการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นโดยมุ่งเน้นไปที่การปรับปรุงและการพัฒนาการดำเนินงานของเทศบาลตำบลหลักห้าได้แก่ การพัฒนากลไกการประชาสัมพันธ์ของเทศบาลตำบลหลักห้าให้มีประสิทธิ การส่งเสริมสนับสนุนการจัดทำแผนชุมชน การปรับเปลี่ยนรูปแบบการประชุมให้มีความเหมาะสมมากยิ่งขึ้น การพัฒนาศักยภาพของประชาชนหรือผู้แทนที่เข้ามาดำรงตำแหน่งกรรมการ และการปรับปรุงรูปแบบการรายงานและติดตามประเมินผลแผนพัฒนาท้องถิ่น

The objectives of this study are to investigate the dynamic of public participation in developmental planning process of lakha subdistrict municipality.The researcher selected lakha subdistrict municipality as studied case. The study was carried out through collection of information by secondary data studies (document data) and in-depth interviews.

The research finding are following; 1) There are five level of public participation in developmental planning process of lakha subdistrict municipality : Information acknowledgement data offering, meeting attendance, planning attendance, and operational auditing attendance 2) The factor that determine the aspects of public participation : Transformational leadership of community leader, Capacity of committee, spend time of committee, local people and severity of problem and frequency of need 3) The way to promote public participation : the way that amphasis on lakha subdistrict municipality, the advertising development process of lakha subdistrict municipality, promote community planning and community leader capacity building, the development of advertising of lakha subdistrict municipality, the promote local plan, the development process - meetings and teamwork, the capacity building committee and development process improvement of evaluating implementation of local development plan
