| dc.description.abstract | งานวิจัยนี้มีวัตถุประสงค์คือ 1) เพื่อถอดบทเรียนการดำเนินงานมหาวิทยาลัยยั่งยืนของมหาวิทยาลัยในประเทศไทย 2) เพื่อศึกษาปัจจัยที่มีผลต่อความสำเร็จในการดำเนินงานมหาวิทยาลัยยั่งยืน 3) เพื่อวิเคราะห์ช่องว่าง (Gap Analysis) ในการดำเนินงานด้านมหาวิทยาลัยยั่งยืนของสถาบันบัณฑิตพัฒนบริหารศาสตร์ และ4) เพื่อเสนอแนวทางการพัฒนามหาวิทยาลัยในประเทศไทยเป็นมหาวิทยาลัยยั่งยืน โดยคัดเลือกมหาวิทยาลัยที่ใช้ในการศึกษาจากการจัดอันดับ UI Green Metric จำนวน 9 มหาวิทยาลัย ใช้ทฤษฎีระบบ Input Process Output (IPO) ในการถอดบทเรียนความสำเร็จ และวิเคราะห์ปัจจัยภายในและภายนอกด้วยทฤษฎี SWOT Analysis เพื่อเสนอแนวทางการพัฒนาด้วยทฤษฎี TOWS Matrix เครื่องมือที่ใช้ในงานวิจัยคือ แบบสังเกตและแบบสัมภาษณ์ ผลการศึกษาพบว่า บทเรียนการดำเนินงานมหาวิทยาลัยทั้ง 9 แห่ง ได้แก่ ผู้บริหารและบุคลากรให้ความสำคัญในการดำเนินงานด้านมหาวิทยาลัยยั่งยืน มีการจัดสรรงบประมาณไว้สำหรับการดำเนินงานมหาวิทยาลัยยั่งยืน ได้รับความร่วมมือจากสังคมและชุมชนโดยรอบ และการสร้างเครือข่ายมหาวิทยาลัยยั่งยืนกับมหาวิทยาลัยแห่งอื่นๆทั้งในประเทศและต่างประเทศ เพื่อเป็นการแลกเปลี่ยนข้อมูลโครงการ/กิจกรรมที่ช่วยส่งเสริมการเป็นมหาวิทยาลัยยั่งยืน สำหรับปัจจัยภายในที่มีผลต่อความสำเร็จในการดำเนินงานมหาวิทยาลัยยั่งยืน พบว่า แนวคิดและทัศนคติของผู้บริหารมหาวิทยาลัยที่มีความมุ่งมั่นในการปรับการดำเนินงานเพื่อมุ่งสู่การเป็นมหาวิทยาลัยยั่งยืน นอกจากนี้ยังรวมถึงการให้ความร่วมมือในการปฏิบัติตามนโยบายของบุคลากรและนักศึกษา และปัจจัยภายนอกที่มีผลต่อความสำเร็จในการดำเนินงานมหาวิทยาลัยยั่งยืน พบว่า การได้รับความร่วมมือจากสังคมและชุมชนโดยรอบเป็นปัจจัยหนึ่งที่ทำให้เกิดความสำเร็จ และการสร้างเครือข่ายมหาวิทยาลัยยั่งยืนกับมหาวิทยาลัยแห่งอื่นๆทั้งในประเทศและต่างประเทศเพื่อเป็นการแลกเปลี่ยนข้อมูลโครงการ/กิจกรรมที่ช่วยส่งเสริมการเป็นมหาวิทยาลัยยั่งยืน จากการวิเคราะห์ช่องว่าง (Gap Analysis) ในการดำเนินงานด้านมหาวิทยาลัยยั่งยืนของสถาบันบัณฑิตพัฒนบริหารศาสตร์ พบว่า มีแนวทางการดำเนินงานใกล้เคียงกับการดำเนินงานด้านมหาวิทยาลัยยั่งยืน ซึ่งการดำเนินงานในภาพรวมของสถาบันบัณฑิตพัฒนบริหารศาสตร์อยู่ที่ 74.27% โดยให้ความสำคัญกับการนำนวัตกรรมมาใช้ในการพัฒนาการดำเนินงานเพื่อรองรับการเจริญเติบโตของสังคมและมีเป้าหมายสูงสุดคือเพื่อความยั่งยืน ทั้งนี้แนวทางการพัฒนามหาวิทยาลัยในประเทศไทยเป็นมหาวิทยาลัยยั่งยืน สำหรับมหาวิทยาลัยในประเทศไทย ควรมีการดำเนินงานภายใต้ความเข้าใจในบริบทของมหาวิทยาลัยนั้นๆ เนื่องจากมหาวิทยาลัยแต่ละแห่งมีสภาพแวดล้อมและข้อจำกัดที่แตกต่างกัน ดังนั้น แนวทางการพัฒนามหาวิทยาลัยในประเทศไทยสู่การเป็นมหาวิทยาลัยยั่งยืนควรมีการนำข้อจำกัดหรือจุดบกพร่องของมหาวิทยาลัยมาสร้างความท้าทายในการพัฒนาก็จะช่วยให้มหาวิทยาลัยประสบความสำเร็จในการดำเนินงานมหาวิทยาลัยยั่งยืนมากยิ่งขึ้น ควรสร้างเครือข่ายการพัฒนาร่วมกับมหาวิทยาลัยแห่งอื่นๆในประเทศไทย เพื่อเป็นการแลกเปลี่ยนองค์ความรู้ โครงการ นโยบายในการดำเนินงานเกี่ยวกับมหาวิทยาลัยยั่งยืน | th |
| dc.description.abstract | The purposes of this research are: 1) to investigate lesson learned from nine case studies of sustainable university in Thailand 2) to study factors affecting the success of the sustainable university 3) to analyze gaps between the performances of sustainable university and that of National Institute of Development Administration (NIDA), and 4) then to propose sustainable university development guidelines in Thailand. Nine universities using UI Green Metric were selected as case studies. The Input Process Output (IPO) theory and the analysis of internal and external factors with the SWOT analysis were employed and TOWS Matrix was therefore addressed for developing the guidelines. The tools used in the research were observation and interviews. Key informants are responsible person in UI Green Metric of each university. The results of this study show that lessons learned from nine case studies include attention of management level and staff to the sustainable university by providing budget, mission and vision, the coordination with the university and the community, a strong network of universities, both domestic and international to exchange information on projects or activities that help to promote a sustainable university. The internal factors that affect the success of the sustainable university involve the concept and attitude towards the sustainable university. Additionally, the policy implementation is very important and the external factors involve the collaboration between the society and the surrounding community. Establishing a sustainable university network with other universities both local and international to exchange information, to do projects or activities together is to promote a sustainable university. Gap Analysis for sustainable university of NIDA showed that the management of NIDA toward sustainable university was closely to that of the sustainable university concept. The overall performance of the NIDA toward the Sustainable University is 74.27%. NIDA has focused on bringing green innovation to develop the growth of the university, and its ultimate goal. Guidelines for sustainable university development include that each university has different environments and constraints therefore; the university's approach to sustainable university development should address the constraints or shortcomings of the university. To challenge the development, it will help the university succeed in operating its university more sustainably. Network development with other universities in Thailand to exchange knowledge, policies and programs on sustainable university is very crucial. | th |
