| dc.description.abstract | งานศึกษาวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาทางเลือกระดับยุทธศาสตร์ในการพัฒนาเขตเศรษฐกิจพิเศษชายแดน อ.คลองใหญ่ จ.ตราด 2) ประเมินผลกระทบด้านเศรษฐกิจ สังคม และสิ่งแวดล้อม ของทางเลือกดังกล่าว รวมทั้งเสนอแนะทางเลือกระดับยุทธศาสตร์ที่เหมาะสม โดยได้เสนอทางเลือกระดับยุทธศาสตร์ในการพัฒนา 3 ทางเลือก ได้แก่ ทางเลือก 1 มีการดำเนินการตามแผนและยุทธศาสตร์ทุกด้าน ประกอบด้วย 4 กิจการเป้าหมาย ทางเลือก 2 มุ่งเน้นการดำเนินการตามแผนและยุทธศาสตร์บางด้าน ประกอบด้วย 3 กิจการเป้าหมาย และทางเลือก 3 มุ่งเน้นการดำเนินการตามแผนและยุทธศาสตร์บางด้าน ประกอบด้วย 2 กิจการเป้าหมาย การประเมินสิ่งแวดล้อมระดับยุทธศาสตร์ในครั้งนี้ใช้กระบวนการวิเคราะห์ตามลำดับชั้น (Analytical Hierarchy Process: AHP) วิเคราะห์และสรุปผลการประเมินสิ่งแวดล้อมระดับยุทธศาสตร์ และเสนอแนะมาตรการส่งเสริมและบรรเทาผลกระทบที่คาดว่าจะเกิดขึ้นจากการดำเนินการตามทางเลือกดังกล่าว ผลการศึกษาพบว่า ทางเลือก 1 (มีการดำเนินการตามแผนและยุทธศาสตร์ทุกด้าน) คือทางเลือกที่มีความเหมาะสมที่สุดต่อการพัฒนาเขตเศรษฐกิจพิเศษชายแดนอำเภอคลองใหญ่ จังหวัดตราด ซึ่งการดำเนินการตามทางเลือกดังกล่าวจะก่อให้เกิดผลกระทบเชิงบวกในด้านเศรษฐกิจและด้านสังคม และมีผลกระทบเชิงลบด้านสิ่งแวดล้อมน้อย โดยแนวทางการป้องกันและบรรเทาผลกระทบได้แก่ หน่วยงานที่เกี่ยวข้อง องค์กรปกครองส่วนท้องถิ่นและผู้พัฒนาโครงการควรให้ความสำคัญกับกฎระเบียบและปฏิบัติตามมาตรการติดตามตรวจสอบอย่างเคร่งครัด และผู้ประกอบการควรคำนึงถึงทรัพยากรธรรมชาติและสิ่งแวดล้อมเทียบเท่ากับผลประกอบการเพื่อให้เป็นการพัฒนาที่ยั่งยืน | th |
| dc.description.abstract | The objectives of this research are 1) to study alternatives at the strategic level in the development of special economic zones in Khlong Yai District, Trat and 2) to assess the alternatives in terms of economic, social and environmental impacts as well as suggest the most suitable alternative. The study proposed 3 strategic development options: Alternative 1: Implementation of all plans and strategies, consisting of 4 target tasks; Alternative 2: focusing on the implementation of certain plans and strategies, consisting of 3 target tasks, and Alternative 3, focussing on the implementation of certain plans and strategies, consisting of 2 target tasks. This strategic environmental assessment employed the Analytical Hierarchy Process (AHP) and suggests measures to promote and mitigate the impacts from the implementation of the alternative. The results of this study showed that Alternative 1: (Implementation of all proposed plans and strategies) is the most appropriate alternative for Khlong Yai District as it would increase economic and social opportunities in the area and has less negative impact on the environment. Suggestions to mitigate the adverse impacts are related agencies, local authorities and developers should pay attention to the relevant regulations and seriously monitor the operations, and the developers should be concerned with the value of natural resources and the environment equal to their profits in order to achieve the sustainable development. | th |
