| dc.description.abstract | การศึกษานี้มีวัตถุประสงค์เพื่อ 1) ศึกษากระบวนการที่ก่อให้เกิดเครือข่ายความร่วมมือในการบริหารจัดการน้ำเพื่อการเกษตรโดยองค์การบริหารส่วนจังหวัดอุบลราชธานี 2) ศึกษารูปแบบเครือข่ายความร่วมมือในการบริหารจัดการน้ำเพื่อการเกษตรโดยองค์การบริหารส่วนจังหวัดอุบลราชธานี ผู้วิจัยใช้แนวทางการวิจัยเชิงคุณภาพ โดยวิธีการสัมภาษณ์เชิงลึกและการสังเกตการณ์เพื่อตอบวัตถุประสงค์การวิจัยที่กำหนดไว้ ผลการศึกษาพบว่า กระบวนการที่ก่อให้เกิดเครือข่ายความร่วมมือในการบริหารจัดการน้ำเพื่อการเกษตรมี ดังนี้ 1) บริบทพื้นที่ คือ ปัญหาเรื่องน้ำสำหรับการเกษตรของจังหวัดอุบลราชธานี ซึ่งไม่ใช่การขาดแคลนน้ำ แต่ขาดแคลนเครื่องมือที่จะนำน้ำมาใช้ทำการเกษตร 2) ผู้บริหารท้องถิ่นกำหนดนโยบายแก้ไขปัญหาบนพื้นฐานความร่วมมือ 3) เกษตรกรรวมกลุ่มในรูปแบบคณะกรรมการผู้ใช้น้ำและจดทะเบียนเป็นวิสาหกิจชุมชน 4) องค์การบริหารส่วนจังหวัดประเมินความเหมาะสมในการติดตั้งระบบชลประทานและชี้แจ้งกฎระเบียบกับกลุ่มเกษตรกร 5) การจัดทำบันทึกข้อตกลงร่วมกันอย่างเป็นทางการระหว่างกลุ่มเกษตรกรกับองค์การบริหารส่วนจังหวัด 6) การพัฒนาระบบการจัดการน้ำเพื่อเพิ่มประสิทธิภาพและความยั่งยืนด้านบริหารจัดการน้ำเพื่อการเกษตรให้แก่กลุ่มเกษตรกรและองค์การบริหารส่วนจังหวัด ขณะที่รูปแบบเครือข่ายความร่วมมือพบว่ามี 2 รูปแบบ คือ 1) เครือข่ายความร่วมมือระหว่างกลุ่มเกษตรกรกับองค์การบริหารส่วนจังหวัด ซึ่งเกษตรกรมีบทบาทในด้านการบริหารจัดการน้ำและดูแลรักษาระบบชลประทาน ส่วนองค์การบริหารส่วนจังหวัดมีบทบาทเป็นผู้สนับสนุนและพี่เลี้ยงในด้านระบบชลประทาน รวมทั้งมีบทบาทในการพัฒนาด้านการเกษตรให้แก่กลุ่มเกษตรกร 2) เครือข่ายความร่วมมือระหว่างกลุ่มเกษตรกร องค์การบริหารส่วนจังหวัดอุบลราชธานี มหาวิทยาลัยอุบลราชธานี มหาวิทยาลัยราชภัฏอุบลราชธานี และสำนักงานกองทุนสนับสนุนการวิจัย เครือข่ายความร่วมมือรูปแบบนี้มีบทบาทสำคัญในการพัฒนาระบบการจัดการน้ำเพื่อการเกษตร โดยคำนึงถึงความสอดคล้องกับบริบทของท้องถิ่น รวมทั้งการบรูณาการความรู้ด้านการบริหารจัดการน้ำ การพัฒนาการเกษตร และการวิจัยเพื่อพัฒนาท้องถิ่น ซึ่งอาศัยกลไกความร่วมมือระหว่างกลุ่มเกษตรกรและองค์การบริหารส่วนจังหวัด ดังนั้น การบริหารจัดการน้ำเพื่อการเกษตรที่ยั่งยืนในชุมชนท้องถิ่นจึงควรให้ความสำคัญกับความร่วมมือระหว่างกลุ่มเกษตรกรกับองค์กรปกครองส่วนท้องถิ่น และการบูรณาการร่วมกันในด้านการบริหารจัดการน้ำและการพัฒนาการเกษตร | th |
| dc.description.abstract | The purposes of this research were to 1) study the processes that drive the collaborative networks in water management for agriculture in Ubon Ratchathani Provincial Administration Organization. 2) study the types of collaborative networks related to water management in Ubon Ratchathani Provincial Administration Organization. The researcher used a qualitative research approach and concentrated on the qualitative research methods of applying in-depth interviews and observations with those involved to answer the research objectives. The study was founded that a process for creating collaborative networks in water management for agriculture is as follows: 1) The context of the area is the problem of water for agriculture in Ubon Ratchathani province was not the water scarcity but it lacked tools to bring water for agriculture. 2) Local administrators formulate policies to solve problems based on collaborative networks. 3) Farmers gathered groups to form the committee’s structures and register as community enterprises. 4) Provincial Administrative Organization assessed the suitability of the irrigation system installing and explaining the rules and regulations to farmers. 5) Forming the memorandum of understanding between farmers groups and Ubon Ratchathani Provincial Administrative Organization. 6) Development of water management systems for agriculture which is to increase efficiency and create sustainability in water management for agriculture for farmers and provincial administrative organizations. While the collaborative network's model was found that there were 2 types: 1) Collaborative networks between farmers groups and Provincial Administrative Organization. Which farmers play a role in water management and maintain irrigation systems. The provincial administration organization plays a role as a supporter and coach in the irrigation system, as well as a role in the development of agriculture to farmers groups. 2) Collaborative networks between farmers groups, Ubon Ratchathani Provincial Administration Organization, Ubon Ratchathani University, Ubon Ratchathani Rajabhat University and Thailand Research Fund. This form of collaborative networks has a role in developing water management systems for agriculture. It focuses on, regardless of their conformance with the local context. And Integrated knowledge of water management agricultural development and research for local development. Therefore, Water management for sustainable agriculture in local communities requires great emphasis on the collaboration between farmers groups and local administrative organizations. And integrate into water management and agricultural development. | th |
