การประเมินผลกระทบทางสังคม (SIA) และการประเมินผลตอบแทนทางสังคมจากการลงทุน (SROI) ภายใต้โครงการยุวเกษตรสู่ความยั่งยืน ของธุรกิจพืชครบวงจร ข้าว ขนส่งและบริการ เครือเจริญโภคภัณฑ์

Abstract

การพัฒนาอย่างยั่งยืนได้รับความสนใจจากทั้งภาครัฐและเอกชน โดยเฉพาะในภาคธุรกิจที่ต้องคำนึงถึงผลกระทบทางสังคมและสิ่งแวดล้อมควบคู่กับการสร้างกำไร โครงการ CSR ของธุรกิจพืชครบวงจร ข้าว ขนส่งและบริการ เครือเจริญโภคภัณฑ์ (CPCRT) เช่น โครงการยุวเกษตรสู่ความยั่งยืน มีเป้าหมายในการส่งเสริมความมั่นคงทางอาหารในโรงเรียนผ่านการปรับปรุงแปลงเกษตร การสนับสนุนวัสดุและอุปกรณ์ทางการเกษตร รวมถึงการถ่ายทอดความรู้ด้านการเกษตรแก่เยาวชน เพื่อสร้างคลังอาหารที่ปลอดภัยและลดต้นทุนอาหารในโรงเรียน การศึกษานี้มีเป้าหมายในการประเมินผลกระทบทางสังคม (SIA) และผลตอบแทนทางสังคมจากการลงทุน (SROI) ของโครงการยุวเกษตรสู่ความยั่งยืน โดยการวิเคราะห์ผลกระทบในด้านเศรษฐกิจ สังคม และสิ่งแวดล้อม เพื่อหามูลค่าผลตอบแทนจากการลงทุนในโครงการ และประเมินความคุ้มค่าทางเศรษฐกิจและสังคม รวมถึงความคิดเห็นและข้อเสนอแนะจากผู้มีส่วนได้ส่วนเสียในการพัฒนาโครงการให้มีประสิทธิภาพยิ่งขึ้น ผลการประเมินพบว่า โครงการยุวเกษตรสู่ความยั่งยืนมีอัตราผลตอบแทนทางสังคม (SROI) ในช่วงระยะเวลาการลงทุนปีแรกปีที่ 1 ถึงปีที่ 6 เท่ากับ 1.047 ซึ่งแสดงถึงความคุ้มค่าในการลงทุนที่ 1 บาท สามารถสร้างผลลัพธ์ทางสังคมได้ 1.047 บาท นอกจากนี้ยังแสดงถึงความสามารถของธุรกิจ CPCRT ในการออกแบบและวางแผนกลยุทธ์ของโครงการที่ตอบโจทย์ความต้องการของกลุ่มเป้าหมาย และสร้างผลลัพธ์การเปลี่ยนแปลงที่ดีขึ้นตั้งแต่เริ่มโครงการ อย่างไรก็ตาม ผลลัพธ์ที่ได้ยังมีบางตัวชี้วัดที่ไม่สามารถแปลงเป็นมูลค่าทางการเงิน เช่น "ประโยชน์เชิงเศรษฐกิจในอนาคต" ซึ่งทำให้ผลตอบแทนทางสังคมที่ได้คำนวณมีค่าน้อยกว่าความเป็นจริง โดยไม่ได้สะท้อนถึงผลกระทบที่แท้จริงจากโครงการ ข้อเสนอแนะ ได้แก่ 1) ควรพัฒนาและใช้ตัวชี้วัดเชิงคุณภาพเพื่อสะท้อนผลกระทบที่ไม่สามารถแปลงเป็นมูลค่าทางการเงินได้ 2) ควรมีการติดตามผลการดำเนินงานอย่างต่อเนื่องในระยะยาว เพื่อเปรียบเทียบผลลัพธ์จากกิจกรรมต่าง ๆ และ 3) ควรมีนโยบายเก็บข้อมูลที่ชัดเจน เพื่อประเมินผลลัพธ์ทางสังคมและปรับปรุงโครงการตามความเหมาะสม

Sustainable development has gained attention from both the public and private sectors, especially in the business sector, which must consider the social and environmental impacts alongside profit generation. The Corporate Social Responsibility (CSR) project of CP All Public Co., Ltd., such as the "Youth Agriculture for Sustainability" project, aims to promote food security in schools by improving agricultural plots, supporting agricultural materials and equipment, and imparting agricultural knowledge to youth, in order to create a safe food source and reduce school meal costs. This study aims to evaluate the social impact (SIA) and social return on investment (SROI) of the Youth Agriculture for Sustainability project by analyzing the economic, social, and environmental impacts to determine the return on investment in the project and assess its economic and social value, along with feedback and suggestions from stakeholders for further project development. The evaluation results show that the Youth Agriculture for Sustainability project has an SROI of 1.047 during the investment period from year 1 to year 6. This indicates that for every 1 baht invested, the project generates 1.047 baht of social impact. Furthermore, it reflects CP All Public Co., Ltd.'s ability to design and implement project strategies that meet the needs of the target group and create positive changes from the project's outset. However, some indicators, such as "economic benefits in the future," could not be translated into financial value, causing the calculated social return to be lower than the actual impact. Therefore, the recommendations include: 1) developing and using qualitative indicators to reflect impacts that cannot be quantified in monetary terms, 2) continuously monitoring the project's performance in the long term to compare the results of various activities, and 3) establishing clear data collection policies to assess social outcomes and adjust the project accordingly.
