Abstract: |
This thesis studies municipal solid waste (MSW) management of Nakhon Si Thammarat Municipality and its level of public participation. The purpose is to find the right guidelines for public participation in MSW management for this municipality. Research methodology is mixed method, combining qualitative and quantitative methods. The structured interview covers opinions from public officers, community leaders and villagers. The questionnaire covers those of the 400 households’ representatives who responsible for family's waste. Besides the descriptive and inference statistical analysis, this paper also provides SWOT Analysis and TOWS Matrix interpretation. The findings are three-folds; 1) Using dumping disposal method, today Nakhon Si Thammarat municipality has 1.12 million tons of msw at its dumping site. The city has tried to improve both waste collection and disposal capacity, however, it still lacks the proactive guidelines to manage the waste from upstream at the household level. 2) Statistically, The level of public participation for household waste management of this city is ‘medium’. The levels of involvement for benefit is ‘high’. In contrast, the levels of involvement for decision making and evaluation are ‘low’. 3) This study suggests that Nakhon Si Thammarat municipality must create opportunities for people to participate in msw management including the decision making in waste management planning, implementation, and evaluation. Moreover, the city's policy need the active guidelines for public participation in MSW management and the active public participation to manage waste. Both of these must 'involve' and 'be driven' by the people. ‘Household and community’ must aware of the problem and collaborating management solid waste. In short, we need a paradigm shift so that people change their behaviors to manage waste at home. Finally, the communities solid waste managers and the municipality must provide assistance, knowledge, budgets, equipment, financial tools and regulatory enforcements to make the reality of efficient and sustainable msw management. |
