An Analysis of Environmental Management According to the Sustainable Development Goals 12: A Case Study of Chang Island Trat Province

Abstract

The problem of waste management in tourist attractions, especially marine debris, is a significant problem that all stakeholders should work together to find a solution. General, the concept of waste solution consist of reduction, reuse, and recycling (3Rs). Therefore, this research aimed to study the current practice waste management of Chang Island and how to achieve the 12th Sustainable Development Goal (12th SDGs) targets 12.5. This research also aimed to the reveal the problems, obstacles, and guidelines for effective implementation of waste management. This study is a qualitative research. Data were collected through semi-structured interviews with stakeholders, non-participant observation, and the literature review. The research results showed that there is only one community in Chang Island, which has effective achieved 3Rs practice of waste management concept. In contrast, many communities are faced with many obstacles and problems to achieve 12th SDGs targets 12.5, such as insufficient resources and cooperation of the private business, public, and tourists sectors. Some sections, such as private business sector and public sector do not pay attention to and cooperation with waste management practice. This research suggests that the government should provide sufficient resources and budget to local authorities. The government should also raise awareness and educate people, entrepreneurs, and tourists to be effective waste management in Chang Island, in order to achieve successfulness in sustainable waste management.

ปัญหาขยะในแหล่งท่องเที่ยวเป็นปัญหาสำคัญที่ทุกภาคส่วนต้องช่วยกันหาทางออก โดยเฉพาะอย่างยิ่งแหล่งท่องเที่ยวทางทะเล ให้มีการป้องกัน การลดปริมาณ การใช้ซ้ำ และการนำกลับมาใช้ใหม่ (3Rs) เพื่อจัดการกับปัญหาขยะดังกล่าว ดังนั้นงานวิจัยนี้วัตถุประสงค์เพื่อศึกษาแนวทางการจัดการขยะของเกาะช้างในปัจจุบัน และเพื่อให้ทราบถึงปัญหา อุปสรรคและแนวทางในการดำเนินงานด้านการจัดการขยะของเกาะช้าง เพื่อนำไปสู่การบรรลุเป้าหมายการพัฒนาที่ยั่งยืนที่12 เป้าประสงค์ที่ 12.5 งานวิจัยนี้เป็นงานวิจัยเชิงคุณภาพเก็บรวบรวมข้อมูลโดยการสัมภาษณ์แบบกึ่งโครงสร้างกับกลุ่มผู้มีส่วนได้ส่วนเสีย และการสังเกตการณ์แบบไม่มีส่วนร่วม ร่วมกับการศึกษาเอกสารที่เกี่ยวข้อง ผลการศึกษาพบว่าในพื้นที่เกาะช้างมีเพียง 1 ชุมชนที่ดำเนินงานด้านการจัดการขยะตามหลัก3Rs ที่ประสบผลสำเร็จในขณะที่ชุมชนอื่น ยังพบอุปสรรคและปัญหาหลายประการ เช่นปัญหาด้านทรัพยากรที่ไม่เพียงพอ และความร่วมมือของภาคเอกชน ประชาชน และนักท่องเที่ยว ที่บางส่วนยังไม่ให้ความสนใจและความร่วมมือเท่าที่ควรข้อเสนอแนะจากงานวิจัย คือ ภาครัฐควรสนับสนุนในเรื่องของทรัพยากร และงบประมาณให้เพียงพอ ภาครัฐควรมีการสร้างความตระหนัก และให้ความรู้แก่ประชาชนผู้ประกอบการ และนักท่องเที่ยวที่ยังไม่ให้ความร่วมมือ เพื่อให้เกาะช้างนั้นประสบผลสำเร็จในการจัดการขยะทั้งพื้นที่อย่างยั่งยืน
