ANALYSIS OF THE SUCCESS ACHIEVEMENT OF THE RDF WASTE TO ENERGY POWER PLANT IN RAYONG PROVINCE

Abstract

The objectives of this research were to study the success of the RDF power plant operation in Rayong province, mechanisms and factors affecting the success of the RDF power plant operation , and to propose a model for the RDF power plant project, as well as the sustainable management using the Sustainable Balance Scorecard (SBSC). The concpect data was analyzed through qualitative and quantitative research methodology based literature review on laws and regulations concerning eletricity production, from the interview to pepresentatives from the Comprehensive Waste Disposal Center Project in Rayong, including whom from Global Power Synergy Public Company Limited, the Refuse Derived Fuel (RDF) separation plant, the RDF incinerator plant, Rayong Provincial Administrative Organization and local officials from Nam Kok, Thap Ma, Map Kha and Nong Taphan Sub districts as well as community leaders. The quantitative data analysis was also conducted from a questionnaire of 385 people within 5 kilometers area from the location of the comprehensive solid waste disposal center.

According to the study results the pre-construction project implementation to date was revealed in 6 dimensions, namely the dimension of Effectiveness, Stakeholder, Management, Learning and Development, Social and Environmental through interviews of representatives from the Integrated Waste Disposal Center Project Rayong Province, and the RDF waste power plant. The lessons learned from the first integrated waste management in Rayong were gathered, leading to the improvement and solution of community waste problems, resulting to the effectively and environmentally friendly reduction of landfill areas. They are comprised of 1) the cooperation with the private sector in managing specialized knowledge that driving the effective and verifiable project, 2) Having a law that facilitates waste disposal and turning it into energy, 3) Having a learning center as a learning model from the real working area, displaying learning resources that go along with sustainable business operation, 4) Having environmental management technology for waste management and modern power generation 5) Employment of local people to enhance opportunities for people in the area around the RDF waste power plant. Research recommendations were namely; 1) Communication and opportunity opening for people to participate rather than just community leaders, 2) Clearly and comprehensively public relations and dissemination of information and, 3) International standards for Safety management are required for the purpose of business efficiency.

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาความสำเร็จของการดำเนินโครงการโรงไฟฟ้าขยะ RDF จังหวัดระยอง และเสนอรูปแบบการดำเนินการโครงการโรงไฟฟ้าขยะ RDF และการบริหารจัดการที่ยั่งยืนโดยใช้การประเมินประสิทธิผลและความยั่งยืน Sustainable Balance Scorecard (SBSC) วิเคราะห์ข้อมูลเชิงคุณภาพและเชิงปริมาณโดยข้อมูลจากเอกสารที่เกี่ยวกับกฎหมายและระเบียบการผลิตพลังงานไฟฟ้า การสัมภาษณ์ ผู้แทนจากโครงการศูนย์กำจัดขยะมูลฝอยรวมแบบครบวงจร จังหวัดระยอง ประกอบด้วย เจ้าหน้าที่ผู้แทนจาก บริษัท โกลบอล เพาเวอร์ ซินเนอร์ยี่ จำกัด (มหาชน) เป็นตัวแทนของโรงคัดแยกขยะแปลงเป็นเชื้อเพลิง Refuse Derived Fuel (RDF) โรงเผาขยะผลิตกระแสไฟฟ้า องค์การบริหารส่วนจังหวัดระยอง และ เจ้าพนักงานท้องถิ่น ตำบลน้ำคอก ตำบลทับมา ตำบลมาบข่า และตำบลหนองตะพาน รวมถึงผู้นำชุมชนและการวิเคราะห์ข้อมูลเชิงปริมาณจากแบบสอบถามประชาชนจำนวน 385 คน โดยศึกษาบริเวณ 5 กิโลเมตรจากพื้นที่ตั้งของศูนย์กำจัดขยะมูลฝอยแบบครบวงจร

จากผลการศึกษา การดำเนินการโครงการโรงไฟฟ้าขยะ RDF ก่อนการก่อสร้างจนถึงปัจจุบันผ่านการวิเคราะห์ใน 6 มิติ ได้แก่ มิติประสิทธิผล มิติผู้มีส่วนได้ส่วนเสีย มิติการบริหารการจัดการ มิติการเรียนรู้และพัฒนา มิติสังคม และ มิติสิ่งแวดล้อม นําข้อมูลที่รวบรวมได้ถอดบทเรียนในการบริหารจัดการขยะครบวงจรแห่งแรกในระยอง ที่นำมาสู่การต่อยอดและแก้ไขปัญหาขยะของชุมชน ที่สามารถลดพื้นที่ฝังกลบขยะได้อย่างมีประสิทธิภาพและเป็นมิตรกับสิ่งแวดล้อม ประกอบไปด้วย 1) การร่วมมือกับภาคเอกชนในการบริหารจัดการองค์ความรู้เฉพาะด้าน ขับเคลื่อนโครงการมีประสิทธิภาพสามารถตรวจสอบได้ 2) การมีกฎหมายที่อำนวยเอื้อต่อการกำจัดขยะให้เปลี่ยนเป็นพลังงาน 3) การมีศูนย์การเรียนรู้ที่เป็นต้นแบบการเรียนรู้จากพื้นที่การทำงานจริงแสดงแหล่งเรียนรู้ที่ควบคู่กับการประกอบกิจการได้อย่างยั่งยืน 4) การมีเทคโนโลยีการจัดการสิ่งแวดล้อมจากการจัดการขยะและการผลิตกระแสไฟฟ้าที่ทันสมัย 5) การจ้างงานคนในพื้นที่เป็นการเสริมสร้างด้านการสร้างโอกาสให้ประชาชนในพื้นที่รอบโรงไฟฟ้าขยะ RDF โดยข้อเสนอแนะ 1) การสื่อสารและการเปิดโอกาสให้ประชาชนมีส่วนร่วมมากกว่าเพียงผู้นำชุมชน 2) การประชาสัมพันธ์และเผยแพร่ข้อมูลข่าวสารให้ชัดเจนครอบคลุม 3) การจัดการความปลอดภัยควรมีมาตรฐานสากลทั้งนี้เพื่อการประกอบกิจการที่มีประสิทธิภาพ
