| dc.description.abstract | วิทยานิพนธ์ฉบับนี้มีวัตถุประสงค์ 1) รวบรวมข้อมูลเกี่ยวกับองค์ประกอบของระบบการคุ้มครองเด็กที่เกี่ยวข้องกับการขับเคลื่อนเครือข่ายคุ้มครองเด็ก 2) วิเคราะห์ขั้นตอนการขับเคลื่อนเครือข่ายคุ้มครองเด็ก และ 3) เพื่อศึกษาปัญหา อุปสรรค ตลอดจนข้อเสนอแนะต่อการจัดการเครือข่ายคุ้มครองเด็กเทศบาลเมืองหนองปรือ อำเภอบางละมุง จังหวัดชลบุรี โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึกจากผู้ให้ข้อมูลหลัก จำนวน 15 คน ได้แก่ สมาชิกของเครือข่ายคุ้มครองเด็กในพื้นที่เทศบาลเมืองหนองปรือ อำเภอบางละมุง จังหวัดชลบุรี ซึ่งเป็นสมาชิกที่มาจากหน่วยงานภาครัฐ ภาคเอกชน และภาคประชาชน รวมถึงเยาวชนที่เข้าร่วมเครือข่าย ผลการวิจัย พบว่า องค์ประกอบของระบบการคุ้มครองเด็กที่ส่งผลต่อการขับเคลื่อนเครือข่ายคือ 1) มีนโยบาย แผนงานการคุ้มครองเด็กที่ดำเนินงานภายใต้ยุทธศาสตร์ของกระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ 2) มีกลไกการให้บริการด้านการคุ้มครองเด็กในพื้นที่ 20 หน่วยงาน 3) มีกระบวนการพัฒนาศักยภาพด้านทักษะ ความรู้ และกระบวนการจัดการที่เกี่ยวข้องกับการคุ้มครองเด็ก 4) มีกลไกประสานความร่วมมือระดับท้องถิ่นตามแนวปฏิบัติเพื่อพัฒนาระบบคุ้มครองเด็กในระดับตำบล 5) มีกลไกการตรวจสอบด้วยการรายงานและกระบวนการตอบสนองการจัดการรายกรณีด้วยทีมสหวิชาชีพ 6) มีวงจรการดูแลเด็กในรูปแบบการป้องกันและการปกป้องคุ้มครอง 7) เด็กเข้ามามีส่วนร่วมในกิจกรรมเพื่อการคุ้มครองเด็กในพื้นที่ ซึ่งองค์ประกอบเหล่านี้นำไปสู่การสร้างเครือข่ายและการขับเคลื่อนเครือข่าย 3 กระบวนการคือ 1) การบริหารจัดการเครือข่าย 2) การพัฒนาเครือข่าย 3) การรักษาเครือข่าย อย่างไรก็ตามยังพบปัญหาจากการขับเคลื่อนเครือข่าย 2 ประการคือ 1) เครือข่ายยังไม่มีการจัดระบบข้อมูลพื้นฐานและจัดการความรู้สำคัญ 2) เครือข่ายยังขาดการสร้างการมีส่วนร่วมของสมาชิกเครือข่ายในเรื่องการติดตามและประเมินผลการดำเนินงานเครือข่ายคุ้มครองเด็ก | th |
| dc.description.abstract | This research aims to study the components of child protection systems, which direct the actions of child protection networks. Furthermore, the research intents to examine the problems, and obstacles of the Nongprue town municipality's child protection network, Banglamung district, Chonburi province, by using the qualitative research method. The data were collected through an in-depth interview of 15 members of the Nongprue town municipality's child protection network, Banglamung district, Chonburi province. The interviewed members were from the public and private sectors, as well as volunteering youths. The research found that the following components are the driving forces behind child protection networks; 1) Child protection policies according to the strategic framework of the Ministry of Social Development and Human Security; 2) Mechanisms to provide protection to children and youth within 19 institutions; 3) A process to develop management skills, and knowledge relating to child protection; 4) A mechanism to coordinate on a municipal-level according to the guidelines of child protection systems; 5) A mechanism to inspect child protection operations, using a report-base system combine with child protections provided by the multidisciplinary team; 6) A cycle of child-care system in the form of preventative measures and protective measures; 7) Youths taking part in their local child protection systems. All these components led to the creation of a network as well as the 3 driving forces behind the network: 1) the management of the network; 2) The development of the network; 3) The maintenance of the network. However, 2 problems were identified: 1) The network has no basic information database; 2) the network lacks participation of members in following–up and evaluating the network's child protection activities. | th |
